On July 11, President of Turkmenistan Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers dedicated to the results of work for the first half of 2025. At the meeting with the participation of the heads of the Mejlis, the State Security Council, regional khakims, university rectors and media representatives, the results of the country's socio-economic development were summed up, important personnel decisions were made and strategic directions for the future were outlined.

The Country's Economy Demonstrates Sustainable Growth

According to the report of Deputy Chairman of the Cabinet of Ministers Hojamyrat Geldimyradov, the national economy of Turkmenistan demonstrates positive dynamics. According to the results of six months of 2025, the country's GDP grew by 6.3%. Almost all sectors contributed:

Transport and communications sector - growth by 10.8%

Trade - by 9.9%

Services - by 8.6%

Construction - by 5.1%

Agriculture - by 4.5%

Industrial complex - by 1%

The total output increased by 9.9% as compared to the same period of the last year. Retail trade grew by 12.7%, and foreign trade turnover - by 2.9%.

Budget, Investments and Production Achievements

Minister of Finance and Economy Mammetguly Astanagulov reported on the successful execution of the State Budget: the revenue part was fulfilled by 101.5%, the expenditure part - by 97.6%. The total volume of investments in the economy amounted to 17.7% of GDP, with 55.2% of these funds directed to social and cultural facilities.

The volume of loans issued by banks to the private sector increased by 19%. Loans to agricultural producers for the purchase of equipment and inventory increased by 26.9%.

As of July 1, the volume of mortgage loans to citizens for the purchase of real estate in the cities of Ashgabat and Arkadag, as well as in the velayats, increased by 20.2%.

According to the State Statistics Committee, steady growth was noted in key sectors:

• Natural gas production: 38,991.4 million cubic meters

• Oil production: 491.5 thousand tons

• Significant growth in the production of cement (+50%), reinforcement and various iron structures (+58.4%)

• Growth in the production of cotton yarn (+22.6%) and fabric (+27.3%)

• The transport and communications sector recorded an increase in freight transportation by 0.6%, passenger transportation by 3.2%, and the volume of communication services increased by 20.7%. 4G+ technologies were introduced in Avaza and 5G in Arkadag.

• In agriculture, the production of vegetables (+15.1%), meat (+8.9%) and other products increased. • The non-state sector of the economy also showed good results.

Chairman of the Central Bank, Toyly Myalikov, reported a 19% increase in lending to the private sector and a 26.9% increase to agricultural producers. The volume of mortgage loans increased by 20.2%.

Strategic Reforms and Personnel Decisions

One of the central topics of the meeting was the radical transformation of the transport and communications complex. President Serdar Berdimuhamedov decided to abolish the Agency for Transport and Communications under the Cabinet of Ministers and create specialized agencies [More details here*]

In connection with these changes, the position of Deputy Chairman of the Cabinet of Ministers for the transport and communications complex was introduced, to which Mammetkhan Chakiyev was appointed.

During the meeting, there was also a personnel change in the Ministry of Trade and Foreign Economic Relations. Nazar Agakhanov was appointed to the post of Minister.

The President dismissed Dovrangeldi Sapbayev, Chairman of the State Concern "Türkmenhimiýa", for serious shortcomings in his work, temporarily assigning the duties to his deputy Tangryguly Atayev.

Social Program, Education and Foreign Policy

The President approved a new version of the "National Program of the President of Turkmenistan for the Transformation of Social and Living Conditions of the Population" until 2028, which provides for large-scale construction of social infrastructure and housing.

Plans for admission to higher and secondary vocational educational institutions for 2025, as well as to courses of the Academy of Public Administration, have been approved. Particular attention is paid to the introduction of new specialties and an increase in the number of applicants, which became possible thanks to the opening of the International University of Industrialists and Entrepreneurs and the new academic building of the Energy Institute.

Foreign Minister Rashid Meredov reported on active international activities. The President of Turkmenistan and the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty made a number of important working and official visits, including the Central Asia - European Union, Central Asia - Italy and Central Asia - China summits.

Preparations for key events

During the meeting, President Serdar Berdimuhamedov signed the Law of Turkmenistan "On the establishment of the jubilee medal "Türkmenistanyň Bitaraplygynyň 30 yyllygyna" in honor of the 30th anniversary of the country's permanent neutrality and the International Year of Peace and Trust.

The President also instructed to thoroughly prepare for the next meeting of the Khalk Maslakhaty of Turkmenistan, which will be held in a solemn atmosphere during the celebration of independence.

The leaders, with the exception of the agricultural sector and velayat governors, received permission for labor leave from August 1, with a recommendation to spend it in the country's sanatoriums or in the Avaza National Tourist Zone.

The President also gave instructions on organizing an international conference in the Avaza National Tourist Zone in August and emphasized the importance of preparing for the Third United Nations Conference on Landlocked Developing Countries (LLDCs), which will be held in early August.
