 Seminar on the Harmonized System of Commodity Description and Coding underway in Turkmenistan

A seminar on the use of the Harmonized System of Commodity Description and Coding (HS) has commenced at the Training Center of the State Customs Service of Turkmenistan.

Organized by the World Customs Organization (WCO) in collaboration with the China Customs Cooperation Fund, the seminar aims to provide technical assistance in aligning the country's commodity nomenclature with the HS Convention. This convention comes into effect for Turkmenistan on January 1, 2025. The seminar will also serve as a platform to discuss WCO's HS tools and resources to modernize tariff classification processes and ensure consistency in the interpretation and application of the HS 2022 Nomenclature.

The seminar is being coordinated by two experts from the World Customs Organization (WCO): Yara Novis from Brazil and Alvaro Fernandez from Spain.

The seminar program covers topics such as the correct application of the General Rules for the Interpretation of the Harmonized System, section notes, and the scope of specific HS sections. It also includes case studies on tariff classification in diverse areas .

The Harmonized System of Commodity Description and Coding is a multipurpose international product classification system used for classification purposes in international trade, customs, freight forwarding operations, and statistics.

The HS is used by the World Trade Organization as the primary commodity nomenclature for foreign trade.
