Russia to Send Digital Attaché to Turkmenistan
15.10.2025 | 09:00 |The working visit of Deputy Prime Minister and Chief of the Government Staff of the Russian Federation Dmitry Grigorenko to Turkmenistan concluded with an agreement to appoint a digital attaché to promote Russian information technologies in the country. The new specialist is scheduled to arrive in Ashgabat by the end of 2025.
This measure was agreed upon during a meeting between Dmitry Grigorenko, Deputy Prime Minister of Turkmenistan Mammetkhan Chakyev, and Minister of Communications Khadzhymyrat Khudaygulyev, where the parties discussed specific IT projects and prospects for cooperation in digitalization.
Dmitry Grigorenko emphasized that the specialist's appointment to Ashgabat is a "confident step toward strengthening mutually beneficial technological partnership," according to the Russian Government website.
According to him, the Russian IT sector is demonstrating robust growth, and domestic solutions—including large language models, search engines, marketplaces, and antivirus software—have high export potential.
The "Digital Attaché" program is designed to support the conclusion and management of export contracts for software, electronic products, and other IT solutions. Currently, such specialists are working in 19 countries, including China, the UAE, and Indonesia.
During his visit, Dmitry Grigorenko also gave a lecture to students at the Institute of Telecommunications and Informatics of Turkmenistan on the key challenges and prospects of digitalization.
The Deputy Prime Minister presented to his Turkmen colleagues the Russian model for intensively training world-class personnel in IT and artificial intelligence. A key feature of these new programs is the active participation of industrial partners and businesses, who send their employees as instructors, incorporate real-world business cases, and organize internships. It was noted that foreign students studying at Russian universities can also participate in these advanced educational programs.
