Dushanbe, October 10 | ORIENT. President of Turkmenistan Serdar Berdimuhamedov's speech at the meeting of the CIS Council of Heads of State was a policy statement focused on strengthening the Commonwealth's economic power and leveraging its geographic potential in the new geoeconomic realities.

The head of Turkmenistan outlined ways to transform the CIS into a "strong and beneficial partner" for other countries, proposing specific steps in the areas of transportation, international law, and technology exchange.

The President thanked President of Tajikistan Emomali Sharipovich Rahmon for his hospitality, noting that, despite the current challenging trends, the CIS remains a format for respectful and equal interaction.

Eurasian Transport Hub: From the Caspian to India

Particular attention in the speech was given to the transport component, which is a crucial sector for the future of the Commonwealth.

President Serdar Berdimuhamedov emphasized that the North-South and East-West routes cover virtually the entire CIS, opening up opportunities for Commonwealth countries to become "key links in transcontinental communications."

Turkmenistan emphasized the importance of Central Asia and the Caspian region as crucial logistics hubs. The head of state noted that the Caspian Sea's transit and logistics potential is acquiring a global dimension, as major routes from the Asia-Pacific region to Europe and the Middle East will pass through it.

"Turkmenistan is ready to contribute to this goal and to thoroughly discuss with its partners the possibility of using its port infrastructure on the Caspian Sea in the common interest," Berdimuhamedov stated.

Protecting International Law and Coordinated Work at the UN

In the context of maintaining a sustainable security and stability system, Turkmenistan advocated for upholding international law and the UN Charter, which has been identified as one of the key tasks of the CIS. The President of Turkmenistan proposed maximizing the opportunities created by the adoption of the General Assembly Resolution "Cooperation between the UN and the CIS" of August 6, 2025. To this end, it is necessary to instruct the foreign ministries of the CIS countries to develop a mechanism for coordinated consultations and begin active work at the UN.

From Strategy to Innovation: Economic Potential

The economy has been identified as a priority area for efforts. Turkmenistan considers the implementation of the CIS Economic Development Strategy to 2030 a pressing task. The head of state called on the Commonwealth countries to create strong and effective partnership models in the face of increasingly fierce competition, focusing on mutual trade and the creation of industrial chains; strengthening the CIS's technological and innovative capabilities; and the need for real, substantive technological partnerships and the systematic exchange of knowledge and expertise.

Invitation to the Neutrality Anniversary

President Serdar Berdimuhamedov recalled that this year Turkmenistan celebrates the 30th anniversary of its permanent neutrality. The head of state emphasized that the CIS countries were at the forefront of the international recognition of this status.

President Serdar Berdimuhamedov invited the heads of state of the Commonwealth to the anniversary celebrations and the International Forum for Peace and Trust, which will be held in Ashgabat on December 12. The participation of CIS leaders, it was noted, will be an important contribution to the success of these significant events.
