At the Central Asia-Russia Summit, Serdar Berdimuhamedov Put Forward a Number of Initiatives
09.10.2025 | 23:15 |The speech by President of Turkmenistan Serdar Berdimuhamedov at the second Central Asia-Russia Summit (Dushanbe, October 9, 2025) called for strengthening the strategic partnership in the Eurasian region. The Turkmen leader emphasized that the Central Asia-Russia format has achieved a systemic foundation, rooted in centuries-old historical, political, and economic ties.
President Berdimuhamedov formulated a number of initiatives in the areas of global security, economics, transportation, and innovation.
Global Security and a Return to Dialogue
The head of Turkmenistan emphasized the need to coordinate countries' actions in response to new challenges, including information and biological security. The primary focus was on restoring trust on the global stage.
"We must return international relations to a civilized framework, restore a culture of respectful dialogue, predictability, and trust. I am confident that... the Central Asian states and Russia together can have a significant impact on achieving these goals," Serdar Berdimuhamedov said.
The head of state also emphasized the importance of strengthening cooperation within international structures, primarily the UN, to protect universally recognized norms and preserve the global security architecture.
Economic Dynamics and Transport Logistics
The President of Turkmenistan identified strengthening and energizing economic ties as a priority for cooperation.
International North-South Corridor: Turkmenistan sees great potential in developing this corridor along the eastern coast of the Caspian Sea as part of a "large Eurasian transport project."
Use of the Port of Turkmenbashi: Readiness was confirmed for "substantive discussions on the use of the capabilities of the International Seaport of Turkmenbashi for these purposes" to establish direct transport links between Central Asia and Russia via the Caspian Sea.
Energy and Innovation
President Serdar Berdimuhamedov put forward specific proposals in the energy sector, emphasizing new technologies.
Electric Power: It was proposed to "consider aligning interests in electricity supplies within our countries, as well as to neighboring countries and regions, primarily in the southern region."
Renewable Energy: Turkmenistan expects "closer cooperation in the use of renewable energy" based on shared experience and scientific and technological advances.
Innovation was called "one of the most powerful drivers of national economic and social development." Turkmenistan is ready for practical cooperation and the involvement of its partners' innovative potential in areas such as industry, agriculture, urban development, and the creation of "smart cities."
Ecology and Humanitarian Commonalities
President Serdar Berdimuhamedov called for the inclusion of issues of preserving the ecological balance in the permanent agenda of six-party cooperation.
"This includes the shallowing of the Caspian Sea, saving the Aral Sea, and a range of issues related to adaptation measures in industry and agriculture... We hope that such topics will occupy their rightful place on the permanent agenda...," the President of Turkmenistan said.
The head of state emphasized the enduring nature of humanitarian, educational, and scientific ties based on a shared historical heritage, including the memory of the 80th anniversary of Victory in the Great Patriotic War.
