Gaokao 2025: China Expands Access to Higher Education for People with Disabilities
29.07.2025 | 09:35 |During the 2025 national college entrance examination (Gaokao) across China, measures were implemented to broaden access for candidates with disabilities.
In Suzhou, Anhui Province, student Wang Ziwen, who suffers from osteogenesis imperfecta (brittle bone disease), was assisted into the exam hall by staff members. In Ziyang, Sichuan Province, Jiang Xintong, paralyzed from the waist down, arrived at the exam location 30 minutes early via a specially prepared route. In Shenzhen, Guangdong Province, Chen Xinhe, the only fully blind candidate in the province, took his Braille exam with support from special education teachers, a counselor, and medical personnel.
According to the Ministry of Education of China, among the 13.35 million registered Gaokao participants in 2025, more than 14,000 were people with disabilities. In comparison, only about 100 people received similar support in 2012.
Per established standards, blind candidates are granted 150% of the standard exam time. Students with hearing impairments may use hearing aids or cochlear implants. Candidates with severe writing difficulties receive a 30% extension on their exam time.
Gaokao is regarded in China as one of the fairest selection systems, ensuring equal access to higher education. The exam’s inclusivity has become part of the national strategy to expand rights and opportunities for citizens with disabilities.
Official data shows that in 2024, over 915,900 students were enrolled in special education programs. The government is introducing large-print textbooks, assistive technologies, and distance learning programs aimed at increasing accessibility.
Beyond education, China is expanding support measures in employment and healthcare. In 2024, more than 9 million people with disabilities were employed. Efforts continue to improve medical insurance systems and care subsidies.
The expansion of access to Gaokao is part of a broad national policy to ensure equal rights and conditions for all citizens.
