From April 18, 2025, foreign nationals will be able to obtain an Individual Identification Number (IIN) through Kazakhstan's overseas missions and the Ministry of Foreign Affairs of Kazakhstan. This has been made possible due to the launch of a pilot project for the provision of the state service "Formation and Adjustment of IINs for Foreigners and Stateless Persons Temporarily Residing in the Republic of Kazakhstan" which was approved by the joint order of the Ministry of Foreign Affairs, the Ministry of Internal Affairs, and the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated March 27, 2025.

Within the framework of this project, the IIN will be accessible in 100 of Kazakhstan's foreign institutions. The primary objective of this project is to ensure that foreign nationals can obtain an IIN without the necessity of a personal visit to Kazakhstan.

According to the implementation algorithm of the pilot project, Kazakhstan's overseas missions will receive applications for the issuance of IINs and the provision of their results to foreign citizens.

The state service is provided through the Republic of Kazakhstan's overseas missions to:

— Potential investors;

— Participants in the circulation of goods within the framework of marking and traceability of goods;

— Foreign nationals who are spouses of citizens of the Republic of Kazakhstan (for the purpose of registering civil status acts in the Civil Registry Office Information System);

— Children under 16 years of age, one of whose parents is a citizen of the Republic of Kazakhstan;

— Foreign nationals who are accepting an inheritance;

— Potential participants in the Digital Nomad Residency and Digital Nomad Visa programs;

— Foreign nationals with disabilities;

— Foreign nationals aged 65 and over;

— Producers and registrants of plant protection products (pesticides);

— Foreign nationals who are heads of legal entities, branches, and/or representative offices registered in the Republic of Kazakhstan.

The Ministry of Foreign Affairs of the Republic of Kazakhstan will receive applications for the issuance of IINs and the provision of their results for diplomatic and equivalent missions of foreign states, international organizations or their representative offices, and consular institutions of foreign states in the Republic of Kazakhstan.

The processing time for the state service is one working day.

The order is valid until December 31, 2025.

The Individual Identification Number is a unique number assigned to an individual (including individual entrepreneurs). It is a combination of 12 digits generated automatically. Its main purpose is to systematize and store all information pertaining to a specific individual in state registries.

It is necessary for individuals to accomplish various tasks, including:

Obtaining services from state bodies (e.g., marriage registration or residence permit application);

Payment of taxes, fulfillment of insurance and social contributions;

Registration of civil transactions, etc;

Registration of property (movable and immovable). For example, an IIN is essential for purchasing an apartment or a car;

Opening a bank account;

Obtaining licenses and permits, etc
