The organizing committee was headed by Minister of Youth and Sports of Azerbaijan Farid Gaibov. It included deputy heads of key ministries and departments, representatives of city and district administrations in the northwestern and western regions of the country.

Ilham Aliyev instructed the Ministry of Youth and Sports of Azerbaijan to prepare and submit to the organizing committee a plan of special events for holding the Games.
