 New Water Code Approved in Uzbekistan

Uzbekistan has adopted a new Water Code, with the corresponding law signed by President Shavkat Mirziyoyev on July 30, according to the Ministry of Justice. The document will take effect three months after its official publication.

The new code regulates legal relations in the use, protection, and management of the country’s water resources. Under the new law, water is recognized as a national asset and is placed under state protection. The use of water resources must be rational and sustainable.

The law defines two main types of water use: general and special. General use — such as drawing water for drinking and domestic needs, bathing, watering livestock, and recreational fishing — does not require permits. Special use, however, requires official authorization and is governed by established procedures.

Water bodies are defined as underground and surface sources, including rivers, lakes, and reservoirs — including transboundary ones. These resources may be used either individually or collectively.

The document also provides for both temporary and permanent water use. It allows for the transfer of water bodies under public-private partnership agreements for a period ranging from three to forty-nine years.

Violations of the established rules will result in financial penalties. The introduction of the new code is aimed at improving the legal and regulatory framework for water management and ensuring the sustainable use of natural resources.
