 Astana Hosts Discussion on Best Practices in Public Sector Human Resource Management

On June 20, the capital of Kazakhstan, Astana, hosted the international forum “GovHR: New Systems, Modern Services, Innovative Solutions,” dedicated to exploring best practices in public sector human resource management and discussing innovative approaches in this area.

The international-level event was organized in advance of the United Nations’ annual Public Service Day, observed on June 23. The purpose of the participation of the delegation from the Academy of Public Administration under the President of Turkmenistan was to study international experience and integrate it with national practices within the framework of cooperation between specialized academies.

According to Turkmenistan’s Socio-Economic Development Strategy, implemented under the leadership of the country’s President, human capital development is considered one of the key factors of sustainable development. In this context, special attention is given not only to population figures but also to the quality of education, professional competencies, and the health of citizens.

During the forum, participants discussed the improvement of public services, the implementation of “smart” solutions, and the creation of a flexible and transparent human capital management system. The importance of experience exchange in implementing innovations in this field was emphasized.

Representatives of the Turkmen Academy highlighted the significance of such international events for fostering mutually beneficial cooperation and enhancing the training of public servants in the context of digitalization.

In line with Turkmenistan’s long-term national strategy for the training and development of civil servants, the Academy of Public Administration under the President of Turkmenistan is implementing a range of educational initiatives. Particular attention is given to experience-sharing between academies that focus on preparing future public leaders and local government specialists. For example, at the end of May 2025, the Academy held online courses on “Innovative Approaches to Human Resource Management” in cooperation with the Russian Presidential Academy of National Economy and Public Administration (RANEPA). Topics included strategic human resource planning, essential management skills, and competency-based management systems.

Forum participants in Astana noted that holding such international events contributes to strengthening mutually beneficial cooperation and advancing digital solutions in public administration systems.
