Key Decisions of the Khalk Maslakhaty: From the Economy to New Reforms
20.09.2025 | 12:40 |On September 19, the regular session of the Khalk Maslakhaty was held in Ashgabat, where key decisions were made regarding the country's further socioeconomic and administrative development. During the event, chaired by National Leader of the Turkmen People Gurbanguly Berdimuhamedov, a number of important resolutions and legislative initiatives were approved.
Economic Achievements and Investment Plans
Impressive economic results were announced at the meeting: GDP growth remains stable at 6.3%. To further strengthen the economy, capital investments totaling over 40 billion manat are planned for the end of this year.
Key energy projects included the construction of the main section of the TAPI gas pipeline, the development of the Galkynysh gas field, and the construction of new power plants. In the industrial sector, plans include the launch of new production facilities, including carbamide and mineral fertilizer production complexes, as well as the modernization of the textile industry.
Administrative Reforms and Regional Development
One of the most significant outcomes of the meeting was the adoption of a resolution establishing new administrative units – etraps. The new etraps were established in the Akhal, Dashoguz, Lebap, and Mary velayats. This decision, based on proposals from local residents, is aimed at improving governance and ensuring socioeconomic conditions for the population.
Social Policy and Well-Being
Attention was paid to issues of social protection and employment. It was noted that more than 3,000 new jobs will be created this year in accordance with the Concept for the Development of the Labor Market in Turkmenistan until 2030. In the healthcare sector, new multidisciplinary and specialized clinics, as well as maternal and child health centers, will be built.
Foreign Policy and International Partnership
Turkmenistan reaffirmed its commitment to its status of permanent neutrality and the philosophy of "Dialogue is a Guarantee of Peace." The successful holding of the Third UN Conference on Landlocked Developing Countries in Avaza was noted. As part of the celebrations of the 80th anniversary of the UN, a Forum for the International Year of Peace and Trust will be held.
Final Decisions and Awards
At the conclusion of the meeting, President Serdar Berdimuhamedov signed important documents, including the Constitutional Law "On the Legal Foundations of the Peace and Trust Policy of Neutral Turkmenistan," as well as resolutions on the establishment of new etrap khyakimliks and the construction of industrial facilities. During the ceremony, which took place at the Khalk Maslakhaty, honorary elders and mothers were awarded for outstanding achievements.
