Turkmen delegation at the OSCE Permanent Council meeting in Vienna: Positions and vision
12.09.2025 | 20:15 |On September 11, during the meeting of the Permanent Council of the Organization for Security and Cooperation in Europe (OSCE) in Vienna, the delegation of Turkmenistan once again drew the attention of the OSCE participating states to the principles of neutrality in international relations. The discussion took place as part of the presentation of the report of President of the OSCE Parliamentary Assembly Pere Joan Pons Sampietro to the Permanent Council.
"Turkmenistan reaffirmed its commitment to the principles of positive neutrality, emphasizing that this status is recognized by the UN and remains the cornerstone of the country's foreign policy," the press release of the Turkmen diplomatic mission reports.
Turkmenistan, within the framework of the OSCE Parliamentary Assembly, also initiated events aimed at strengthening dialogue and promoting the principles of neutrality to ensure peace and security. Ashgabat successfully hosted two international conferences of the OSCE Parliamentary Assembly in 2023 and 2024, which brought together parliamentarians, experts and representatives of international organizations.
The meeting emphasized the importance of organizing regular conferences aimed at promoting multilateral cooperation and the principles of neutrality as a key tool for strengthening mutual trust and cooperation.
Also, according to the Foreign Ministry, the delegation of Turkmenistan to the OSCE brought to the attention of the participating states the results of the 3rd UN Conference on Landlocked Developing Countries (LLDC3), held in Avaza.
The adoption of the Avaza Action Plan was an important milestone in advancing the development priorities of landlocked countries. The program includes specific measures to expand transport and trade connectivity, develop energy and digital cooperation, increase resilience to climate change and support the achievement of the SDGs.
In its statement, the Turkmen delegation noted the synergies between the Avaza Action Plan and the OSCE agenda, including the work of the OSCE Parliamentary Assembly. The main areas of the program coincide with the OSCE comprehensive concept of security.
Turkmenistan highlighted several key areas for practical cooperation with the OSCE, including: expanding economic connectivity and trade through regional transport corridors; ensuring energy security and developing sustainable energy; promoting digitalization and information exchange, including e-governance and cybersecurity; supporting environmental protection and increasing resilience to climate change; strengthening human security and capacity building through education, vocational training and inclusive development programs.
The implementation of the Avaza Action Plan provides a practical basis for complementing the OSCE's efforts, promoting regional stability, sustainable development and economic integration.
The speech at the OSCE meeting and the presentation of the LLDC3 results once again confirmed Turkmenistan's commitment to multilateral cooperation, constructive interaction and the promotion of peace, security and sustainable development at the regional and global levels.
