Useful information for applicants to scientific training programs in Turkmenistan

Dates of acceptance of applications and exams
Applications for postgraduate studies, doctoral studies and for the competition are accepted from February 1 to February 28, 2023.
Entrance exams to graduate school, events for admission to doctoral studies and applicants are held from March 1 to March 24, 2023.
Admission to graduate school, doctoral studies and applicants is made from April 1, 2023.
For applicants to graduate school
Persons with higher education and work experience of at least 5 years, who have demonstrated the ability to research in their chosen field, are accepted to graduate school on a competitive basis.
Persons who have completed a full clinical residency and have at least 3 years of experience in the field of healthcare, or persons with at least 5 years of work experience who have not completed a clinical residency can enroll in postgraduate studies in the field of medicine.
Upon admission to graduate school, an application for admission is submitted to the rector of a higher educational institution or the head of a scientific organization that trains graduate students.
The following documents are attached to the application:
– a copy of the diploma of higher education and its supplement (for persons who have received education abroad – copies of the diploma and certificate of equivalence of documents of foreign states on education to the diploma of higher education issued by the Ministry of Education of Turkmenistan);
– personal personnel accounting sheet;
– medical certificate on form No. 086/h;
– three photos measuring 4x6 cm;
– list of published scientific papers, inventions and research reports (if available);
– scientific abstract on a selected topic;
– a copy of the employment record.
An identity document and a graduation diploma are provided in person.
For applicants to doctoral studies
Persons with a PhD degree who have a certificate from the academic council of a university or a specialized scientific organization on the implementation of a doctoral dissertation, as well as a recommendation issued by the council, are accepted for doctoral studies on a competitive basis.
Persons entering the doctoral program submit an application addressed to the head of the organization where the doctoral program was created.
The following documents are attached to the application:
– personal personnel record sheet;
– autobiography;
– medical certificate on form No. 086/h;
– three photos measuring 4x6 cm;
– a copy of the diploma of the candidate of sciences;
– a copy of the employment record;
– a list and copies of published scientific papers, inventions, patents, a list of reports on completed research and development;
– a three-year doctoral dissertation preparation plan;
– certificate of the academic council of a higher educational institution or scientific organization conducting scientific research on the profile of the dissertation, on the readiness of 2/3 of the doctoral dissertation;
– a recommendation issued by the academic council of a university or a specialized scientific organization;
– reviews of two doctors of sciences whose research areas are close to the topic of the dissertation, which assesses the relevance and scientific validity of the topic and the proposed plan for the preparation of the dissertation, indicates the possibility of its implementation in three years.
The identity document and the diploma of awarding the degree of candidate of sciences are presented to applicants personally.
The duration of doctoral studies is 3 years.
For applicants for the degree of Candidate of Sciences
Applicants for the degree of Candidate of Sciences may be persons with higher education.
Persons who have completed a full course of postgraduate studies do not have the right to enroll as applicants for the degree of Candidate of Sciences.
Applicants are not allowed to be in two or more higher educational institutions or scientific organizations at the same time.
To attach the academic degree of Candidate of Sciences, the applicant must submit:
– an application addressed to the rector of a higher educational institution or the head of a research institution;
– scientific abstract on a selected topic;
– a copy of the diploma of higher education (for persons who have received higher education abroad – copies of the diploma and the certificate of its equivalence issued by the Ministry of Education of Turkmenistan).
The identity document and the diploma of higher education are presented by the applicant personally.
Applicants for the preparation of a candidate's dissertation are attached for a period of no more than three years.
For applicants for the degree of Doctor of Sciences
Applicants for the degree of Doctor of Sciences may be persons who have the degree of Candidate of Sciences.
To be attached to a higher educational institution or scientific organization by a candidate for the degree of doctor of sciences, it is submitted to the name of the head:
– application with a copy of the diploma of the candidate of sciences attached;
– a certificate of the academic council of a higher educational institution or a scientific organization conducting scientific research on the profile of the dissertation, on the readiness of 2/3 of the dissertation.
The identity document and the diploma of the candidate of sciences are presented by the applicant personally.
The attachment of applicants to a university or scientific organization for the preparation of a doctoral dissertation can be carried out for a period of no more than 4 years.
