 Serdar Berdimuhamedov addressed the deputies of the National Parliament of the VII convocation

The protection of human and civil rights and freedoms enshrined in the Constitution and laws of Turkmenistan is the main goal of our State policy. In addition, improving the regulatory framework in this area is a key task of the country's legislative body, President Serdar Berdimuhamedov said, addressing parliamentarians at the first meeting of the Mejlis of the seventh convocation, held in Ashgabat on Thursday.

Addressing the deputies, the Head of state noted that in this context, the preparation of the Civil Code in a new edition, taking into account the realities of the time and the best international practice in the field of civil law relations, is becoming relevant.

According to the President, work is required to introduce amendments and additions to the Code of Administrative Offenses and other similar legislative acts, it is also necessary to improve legislative regulation in the field of market relations, to revise the laws on the status of military personnel and on military duty and military service.

The Head of State noted that it is time to start working on the draft State Budget for 2024 in order to carry out thorough economic calculations, focusing on supporting the sustainable growth of industries, creating additional jobs, further increasing salaries, people's living standards and social security.

The relevant amendments to the Tax and Customs Codes, on joint-stock companies, state support for small and medium-sized businesses, on foreign economic activity and the securities market should contribute to improving the business climate, stimulate entrepreneurship, the stock market and create a competitive market environment, Serdar Berdimuhamedov said. Modernization is also required by legislation in the field of foreign investment and the country's hydrocarbon resources.

The President also pointed out the need to implement the regulations of the International Labor Organization into the Labor Code of Turkmenistan, improve labor relations and working conditions, and legal guarantees for the protection of labor rights.

The Head of State also touched upon the rights of children in need of guardianship to fully participate in the life of society and the state and called for establishing additional guarantees of social protection for them. At the same time, the expediency of revising the Family Code and the law on Acts of civil status was noted.

Among other areas of legislative work, the President named legal support for the protection of objects of national historical and cultural heritage, rational use of water and land resources, and ensuring environmental safety. The Water Code, laws on hydrometeorological activities, and the dayhan farm need a new edition or changes.

Turkmenistan's foreign policy, based on the principles of positive neutrality, peacefulness, good neighborliness and constructive international partnership, is marked by success. Our country is actively putting forward positive initiatives aimed at developing solutions to important regional and global challenges, consolidating the efforts of the world community, and making a significant contribution to achieving Sustainable Development Goals.

It is necessary to continue improving the legislative support of the country's foreign policy activities and the legal framework of Turkmenistan's international relations, Serdar Berdimuhamedov said, focusing the attention of deputies on the importance of parliamentary diplomacy.
