 Double Success in Wyoming: Turkmenistan Signs Fintech Agreements and Presents Its Neutrality

On October 24, at the University of Wyoming (USA), a key visit of the Turkmenistan's delegation took place. The main outcomes included the signing of two Memorandums of Understanding (MOUs) focused on finance and pedagogy, as well as a ceremonial presentation dedicated to the 30th anniversary of Turkmenistan’s Permanent Neutrality.

The events, organized with the support of the Embassy of Turkmenistan in the USA, confirmed the commitment to deepening academic and diplomatic ties between the two countries.

Academic Breakthrough: Integration of Fintech and Pedagogy

The delegation, led by Deputy Minister of Education Azat Ataev, concluded the day with the signing of two MOUs:

• Financial collaboration: The agreement with the Turkmen State Financial Institute focuses on business analytics, blockchain technologies, and fintech. Plans include launching pilot modules and utilizing the university’s trading laboratory.

• Pedagogical partnership: The agreement with the Turkmen National Institute of World Languages named after Dowletmammet Azadi focuses on language training, inclusive education, and modern teaching methodologies.

The parties agreed to use the digital learning platform WyoCourses/Canvas for joint teaching, short module courses (COIL sessions), and preparations for faculty and student exchanges in the upcoming semester.

Diplomacy of Peace: 30 Years of Neutrality

In parallel, a presentation dedicated to the 30th anniversary of Turkmenistan’s Permanent Neutrality was held on campus. Vice-Rector Selbi Batyrova emphasized that the neutral status serves as an effective platform for preventive diplomacy and strengthening regional cooperation.

Active participation of professors and students demonstrated strong interest in neutrality as a tool for peace and sustainable development. Guests also explored a thematic exhibition highlighting key international milestones of Neutrality.

The visit laid the legal foundation and coordinated practical implementation mechanisms, confirming the focus on achieving tangible results in the interests of both countries.
