Opinion: What can save the Caspian and the Aral Sea?

The situation with the beginning of the shallowing of the Caspian Sea has been developing for several years not in favor of supporters of seasonal fluctuations in the Caspian Sea level.
The drop in the level of the Caspian Sea, even by the authors of the article themselves, is presented as “a serious problem affecting the ecology, economy and social aspects of the countries adjacent to this inland body of water. Experts express concerns about the long-term consequences of this phenomenon, including loss of biodiversity, deterioration of water and air quality, as well as threats to economic stability.”
And it is very good that HR Wallingford company will conduct hydrodynamic modeling of the entire Caspian Sea and the port of Aktau using software (TELEMAC) to simulate future climate change scenarios.
However, let’s return to the purpose of the study outlined in the article – “The visit of representatives of the World Bank is the practical implementation of the initiatives of the port of Aktau in the direction of studying the problems of falling Caspian Sea levels.”
It seems to me that modeling future climate change scenarios, according to the data and recommendations developed during such studies, will not bring the desired result in realizing the purpose of this study – projects for the reconstruction and modernization of infrastructure and equipment of the Aktau port. This scientific study most likely resembles a commercial project that has nothing to do with preventing critical situations brewing on the Caspian coast of Kazakhstan.
The Caspian Sea is getting shallower, how can reconstruction and modernization projects of adjacent ports be calculated if the coastline is constantly changing, exposing larger and larger areas free of Caspian water.
The port of Aktau, like other ports on the Caspian coast, may disappear altogether if measures are not taken to stop the shallowing processes, and no scientific research will be useful, an example of this is the dried–up Aral Sea.
Currently, only filling the Caspian Sea and the Aral Sea with water can save the Caspian Sea, change the hydrogeology and climate in the Caspian territories, including 2/3 of the arid territories of Kazakhstan, and make it advisable to reconstruct all ports of the Caspian Sea.
But for this, other goals must be set and tasks defined. Scientific research is a good process, but it should be carried out in parallel with the main main goal: to stop the shallowing of the Caspian Sea and restore the Aral Sea.
Thus, the article again calls for studying and studying, but budget money is spent on this, and most importantly – there is no benefit for the Caspian Sea and the Aral Sea, the shallowing process has been going on and on.
Practical solutions are needed for the Caspian Sea and the Aral Sea, and it is in this direction that it is necessary to form appropriate scientific research and development, and not to state natural facts within the framework of ongoing commercial projects that are not interesting to the population of Kazakhstan.
There are practical solutions to the Caspian problems, it is possible to start and implement it today, as Chairman of the Board of JSC NC AMTP Abai Turikpenbayev noted, “only joint efforts of all regional Caspian structures will preserve the unique ecosystem of the region and ensure its sustainable development in the future.”
But provided that the goal is chosen correctly and the tasks in this direction are adequately formed.
There is a good eastern proverb – “no matter how much you say honey, honey, it won’t get sweeter in your mouth.”
