 A universal mechanism - cultural dialogue: how Neutrality Day was celebrated in Moscow

A solemn meeting was held at the Moscow House of Nationalities with the participation of Turkmen citizens living in Russia, as well as Turkmen students studying at Moscow universities. The meeting took place on December 12 and was dedicated to the 28th anniversary of Turkmenistan’s neutrality celebrated on this day.

The event was organized by the autonomous non-profit organization “Russian-Turkmen Cultural Center” (Moscow), the Foundation for Promoting the Strengthening of Friendship of the Peoples of the Caspian States “Caspian Heritage” (Republic of Kalmykia) and the Organizing Committee of the Moscow International Arts Festival “Sounds of Dutar” named after Nury Halmamedov.

As reported by the organizing committee of the festival, Day of Culture of Turkmenistan at the MHN opened with an art exhibition of Turkmen and Russian artists. Director of the ANO “Russian-Turkmen Cultural Center” Kamilzhan Kalandarov reminded the audience that the UN General Assembly resolution of December 12, 1995 expresses the hope that Turkmenistan’s permanent neutrality status will help strengthen peace and security in the region. Such a unique document was adopted for the first time in the activities of the Community of Nations.

Director of the Moscow House of Nationalities Sergei Anufrienko also addressed the meeting participants with greetings.

As for the exhibition itself, its main part is represented by works by Valery Kurbanov and Darius Asadullaev. There are also presented the works of Moscow university students, sculptor Togrul Yarmamedov and graphic artist Kristina Grineva.

Presentation participants noted that abstract works contrast with more figurative work. Valery Kurbanov's canvases are filled with eternal philosophical universal meanings, while Darius Asadullaev depicts a specific story, deliberately not telling it.

As part of the event, a conference “The neutral status of Turkmenistan is an important factor of security in Central Asia and the Caspian Sea” was held in the conference hall of the MHN.

Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation Boris Chernyshov addressed the participants with a greeting. During the discussion, the speakers raised issues of the legal status of the neutrality of an independent state, which provides for strict adherence to the norms of international law, the use of the geopolitical and geo-economic potential of the country in the name of peaceful life and its creative development. The great importance of strengthening and enriching cooperation between Turkmenistan and the Russian Federation and the CIS in the field of trade and economic relations, environmental safety in connection with climate change, energy security, and the creation of international transport corridors was noted.

Composer Mamed Huseynov noted in his speech: “Thanks to the Turkmen example, a universal mechanism of interaction has matured in the history of mankind - cultural dialogue. The policy of neutrality can be considered such a channel for disseminating a “cultural” vision.”

At the end of the event, a large festive concert took place, in which the laureates of the VII Moscow International Arts Festival “Sounds of Dutar” named after Nury Halmamedov, which took place from November 29 to 4 this year, took part.

Those gathered wished well-being and prosperity to their homeland - independent Turkmenistan and advocated further holding of similar events in Russia.
