Kyrgyzstan first in the CIS to implement a state fuel marking system

Kyrgyzstan has become the first country in the CIS to introduce a state fuel marking system. Thus, from 1 October this year, all motor gasoline, special, light and medium distillates, other gasoline, and diesel fuel are subject to mandatory marking. “Uchkun” OJSC has been appointed as the state operator of the public-private partnership project to implement the fuel marking system. This decision aims to ensure the complete legal circulation of fuel and lubricants in Kyrgyzstan and to enhance the transparency of the fuel market. It will create equal conditions for businesses and strengthen the economy of Kyrgyzstan. "The marking does not imply an increase in tax rates or the introduction of new taxes. The program will create equal conditions for all market participants, which will eliminate unfair competition and ensure a fair business environment, benefiting those who conduct business honestly", the report says. According to the organization, the molecular marker used is certified according to international standards and is safe for both fuel and the environment. Quality certificates for the marker, which are issued by an independent international company, confirm its compliance with global standards. The fuel labelling program using a molecular marker has been developed in collaboration with international experts. This marker penetrates into the molecular structure of fuel and is resistant to leaching, which allows to ensure reliable identification of fuel with the help of special devices. To date, “Uchkun” OJSC is ready to implement fuel marking throughout Kyrgyzstan. In addition, specialists of the international company conducted trainings and practical sessions with the employees of “Uchkun” OJSC on safety techniques when working with the marker at oil depots and refineries.
