The government of China's Hong Kong Special Administrative Region has released an investigation report into a major fire at the Wang Fuk Court residential complex in Tai Po, announcing accountability measures and follow-up reforms.

At a press conference, HKSAR Chief Executive John Lee apologized for the tragedy. He said the government had identified the principal official who should bear political accountability. Authorities also plan to pursue criminal proceedings against those involved and the companies linked to the incident, as well as investigate the conduct of relevant civil servants.

Based on the independent committee's report, the government plans a comprehensive overhaul of building safety regulations. Measures include banning bid-rigging in building maintenance projects, establishing a dedicated bureau, setting up a centralized data system and reforming the complaints mechanism.

The fire broke out on November 26, 2025, while the residential complex was undergoing renovation. It engulfed seven buildings and claimed 168 lives. Safety complaints concerning the complex had been raised for more than a year before the tragedy.

According to CCTV+, the Hong Kong government has pledged to address the identified shortcomings and introduce systemic changes to help prevent similar tragedies in the future.
