Turkmenistan has approved a comprehensive set of regulatory documents to support the operation of the Electronic Data Interchange System based on the X-Road platform, marking another significant step in the country’s digital transformation efforts.

The initiative was developed under the joint project “Assistance in the implementation of a pilot electronic data interchange system in Turkmenistan,” implemented by the United Nations Development Programme (UNDP) in cooperation with the Ministry of Communications of Turkmenistan. The adoption of these regulatory documents reflects ongoing national efforts to strengthen digital infrastructure, enhance the telecommunications sector, and expand access to electronic public services under the leadership of the head of state.

According to the Ministry of Communications, Turkmenistan continues to implement large-scale programs aimed at modernizing telecommunications systems, expanding digital services, and reinforcing technological independence.

As part of building a multifunctional digital environment, the following standard documents regulating the operation of EDI have been approved: regulations on the interaction of information systems within EDI; regulations on the EDI system operator; a model agreement on data exchange between the EDI operator and connected government agencies; and a model agreement between EDI participants on interagency information exchange. These documents establish procedures for system operation, define general principles for electronic document exchange among government institutions, and regulate the interaction of information systems in the provision of public services. They also outline the rights, responsibilities, and liabilities of all participating parties, as well as the rules governing secure data exchange.

The system operator, TurkmenTelecom, operating under the Ministry of Communications, is responsible for coordinating the activities of participating entities and ensuring the identification and monitoring of cybersecurity risks.

The implementation of EDI will enable the integration of government databases into a unified information network, contributing to the creation of a comprehensive national digital ecosystem and improving the efficiency and accessibility of public services.

As part of the project “Assistance in the implementation of a pilot electronic data interchange system in Turkmenistan” jointly implemented by UNDP in cooperation with the Ministry of Communications of Turkmenistan, the X-Road platform was successfully deployed, providing the technical foundation for the operation of EDI. This included the installation of the necessary technical infrastructure, the integration of 10 ministries and 12 information systems across various government agencies, as well as a comprehensive analysis of regulatory and legal frameworks governing public service delivery and interagency data exchange.
