A draft of a new National Action Plan on the rights of the child in Turkmenistan has been prepared


A round of consultations has been completed in all regions of Turkmenistan on the development of the next National Action Plan for the Rights of the Child (NAPCR) for 2023-2028. The consultations were conducted jointly by UNICEF with the Institute of State, Law and Democracy, which played a leading role in that process, given its mandate as the Secretariat of the Inter-Ministerial Commission for the Enforcement of International Obligations in the Field of Human Rights and International Humanitarian Law.
“The new NAPCR is based on a comprehensive assessment of the current National Action Plan for the Rights of the Child 2018-2022 and discussions with numerous partners and organizations on its implementation, including achievements, lessons learned and priorities,” UNICEF in Turkmenistan said on Tuesday’s press release.

The development of the second National Action Plan for 2023-2028 confirms the high commitment of the country's government to ensure the sustainability of the results achieved for children and their further expansion. “The plan is critical to achieving the SDGs, as children’s rights and the SDGs are mutually reinforcing: children’s rights cannot be realized without the successful implementation of the SDGs, and vice versa,” the UN Children’s Fund office emphasized.

It is also explained that the draft of the new NAPCR was first presented to the members of the Interdepartmental Commission to ensure compliance by Turkmenistan with international obligations in the field of human rights and international humanitarian law, after which consultations were held in all areas with deputy heads of regions, representatives of rehabilitation centers, orphanages, commissions on minors, the police, social workers, the Women's Union and the Youth Organization.
The new National Action Plan is expected to be approved by the government in 2023.
