Experts discuss the introduction of the calculation of housing services output


A round table was held, as part of the project “Strengthening institutional, statistical, and information and technical capacity on national accounts”, jointly implemented by the State Statistics Committee of Turkmenistan and UNDP.
The round table was attended by experts from the Department of National Accounts of the State Statistics Committee, the Ashgabat Mayor’s Office experts in charge with housing services, as well as by national project coordinators and international experts.
The meeting was aimed at discussing the current situation to value the output of the housing services and share recommendations on their use to calculate GDP, in accordance with the requirements of the “System of National Accounts 2008” (SNA 2008). The round table was moderated by the international expert Ilyen Dedegkayeva, who has extensive experience driving national accounts (methodology of national accounts, production approach for GDP compilation and compilation of tables of resources and their use).
She briefed about the roadmap for the implementation of calculations to value the output of the housing services produced by homeowners for consumption.
The System of National Accounts (SNA) helps economists to measure the level of economic development and the rate of economic growth, the change in consumption, saving, debts and wealth (or net worth) for not only the total economy but also each of its institutional sectors (such as government, public and private corporations, households and non-profit institutions serving households).
Building of the main national accounts is a significant achievement of statistics of Turkmenistan. However, at present most of the countries have already implemented or are implementing transition to a new version of 2008 SNA in accordance with the UN recommendations. Though, 2008 SNA retains basic concepts, definitions and classifications of 1993 SNA, it also introduces a number of new methodological approaches to the calculation of a number of important indicators that is a daily need in connection with new challenges with which national statistical services are faced.
