Anti-Doping system in Turkmenistan
The Law “On the fight against doping” came into force in Turkmenistan in June. The Law specifies the legal, organizational and economic standards of work in the fight against doping in sport.
The document emphasizes that the key aspect of the state policy in this sphere focuses on the cooperation with the World Anti-Doping Agency, the assistance to this agency and other international anti-doping institutions, acting in compliance with the World Anti-Doping Code.
According to the Law, the National Anti-Doping Agency of Turkmenistan is created in the country to fight against doping in sport.
This agency is a non-governmental organization, recognized by the World Anti-Doping Agency and guided by the UNESCO International Convention against Doping in Sport and the World Anti-Doping Code.
The National Anti-Doping Agency of Turkmenistan is a financially independent organization with its budget. The main goals of the agency are to prevent the use of doping in sport and struggle against doping at the governmental level through the adoption and implementation of anti-doping rules, the encouragement of ‘pure’ sport to protect athletes’ health and the observance of the principles of a fair game, the annual publication of the list of doping means and methods, which prohibited in sports, in accordance with the Prohibited List of the World Anti-Doping Agency, etc.
Under the Law, the sanctions, established by the legislation of Turkmenistan will be imposed to athletes in case of the violations of anti-doping rules adopted by the National Anti-Doping Agency of Turkmenistan that satisfy the requirements of the World Anti-Doping Agency and the World Anti-Doping Code.
Moreover, the Law stipulates that a national record be recognized and registered only after a athletes tested immediately after breaking record.
