
At the eleventh session of the Mejlis of Turkmenistan, held in Ashgabat on November 22, deputies adopted the country's key financial document—the draft Law "On the State Budget of Turkmenistan for 2026."
The draft budget, previously discussed in all parliamentary committees and agencies, was unanimously adopted. Its preparation included consideration of the recommendations of the National Leader of the Turkmen People and the head of state and was based on the approved socioeconomic strategy.
As in previous years, the State Budget for 2026 has a distinct social focus: the majority of funds are allocated to the social sector, including education, healthcare, culture, sports, and the state social security system. In terms of economic development, the budget provides for the accelerated development of key sectors, such as the fuel and energy, construction, industrial, and agro-industrial complexes.
Important investment areas include: the implementation of major projects and urban development programs in the capital and regions; the widespread adoption of innovative technologies and the latest scientific and technological advances in all areas; and support for entrepreneurship to increase the share of the private sector and boost export-oriented production.
Other key legislative acts adopted by parliamentarians include the following: the Law "On Virtual Assets," which defines the legal, economic, and organizational framework for regulating the creation, use, and circulation of virtual assets in Turkmenistan; and the Law "On Scientific Intellectual Property" (revised), aimed at protecting property rights to scientific intellectual property.
Particular attention was paid to international cooperation: the Mejlis ratified the Treaty on Eternal Good-Neighborliness, Friendship, and Cooperation between Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, and the People's Republic of China, signed in Astana on June 17, 2025, during the Central Asia-China Summit.
During the meeting, other bills submitted for consideration were also approved and adopted.
