
The visit of the Turkmen delegation, led by Oguljahan Atabayeva, Vice President for Medical Affairs of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, to St. Petersburg (November 19–20, 2025) transformed the IV International Forum "Commonwealth of Fashion" into an arena for active intergovernmental dialogue on healthcare and social development. The representative delegation held a number of important high-level meetings aimed at deepening cooperation between Turkmenistan and the Russian Federation.
As part of the "Commonwealth of Fashion" forum, Oguljahan Atabayeva participated in the thematic session "Being Healthy is Fashionable," where she presented Turkmenistan's comprehensive approach to public health. She emphasized that measures taken at the national level are an integral part of achieving universal development goals and detailed the successful implementation of the State Health Program. She emphasized Turkmenistan's readiness to establish regular and long-term relations with international partners, as evidenced by the signing of 26 cooperation documents with UN agencies such as the World Health Organization and the International Children's Fund.
Oguljahan Atabayeva spoke about the activities of the Charitable Foundation, established on the initiative of National Leader of the Turkmen People Gurbanguly Berdimuhamedov. To date, the Foundation has supported over 700 complex surgeries on children, and approximately 900 children have been treated at the Children's Rehabilitation Center and Inclusive Kindergarten this year alone. She assured that the Foundation is open to developing joint approaches to protecting public health worldwide.
The visit included a number of meetings with a specific practical focus. A substantive dialogue with Ekaterina Dibrova, President of the Filatov International Foundation for the Development of Biomedical Technologies, took place at the Tauride Palace. The parties discussed specific aspects of introducing innovative biomedical technologies into healthcare, a key focus of Turkmenistan's long-term state program.
It was noted that the Turkmen Charitable Foundation's humanitarian mission of providing assistance to children in need is inextricably linked to the study and implementation of best practices in the diagnosis, prevention, and treatment of diseases. This dialogue laid the foundation for the exchange of experience in high-tech medicine.
Significant attention was paid to issues of social protection and inclusion. Oguljahan Atabayeva met with Diana Gurtskaya, First Deputy Chair of the Commission for the Development of Social Interaction of the Civic Chamber of the Russian Federation. Symbolically, the meeting took place on World Children's Day. Diana Gurtskaya, warmly recalling her participation in the international conference in Arkadag, praised the work of the Turkmen Foundation, calling its experience exemplary in the development of treatment programs and the operation of rehabilitation centers, and expressed interest in close cooperation.
A further discussion on this topic was held with Ekaterina Rogozhina, Director of the Georgin Foundation for Children with Musculoskeletal Disorders. The two noted specific opportunities for cooperation and exchange of experience in the diagnosis and treatment of musculoskeletal disorders in children, emphasizing that the two foundations' goals are completely aligned—to provide maximum medical care to children in need.
The visit culminated in a meeting with Valentina Matviyenko, Chairperson of the Federation Council of the Federal Assembly of the Russian Federation. Oguljahan Atabayeva reaffirmed Turkmenistan's commitment to further developing long-term humanitarian cooperation with the Russian Federation. During the meeting, the Foundation's Vice President invited the Russian side to participate in the International Conference "The Role of Women in Modern Society: Developing International Cooperation for Sustainable Development," which will be held on December 10 in the Avaza National Tourist Zone.
Following this meeting, Oguljahan Atabayeva and Valentina Matviyenko toured the exhibition display of the participating countries at the "Commonwealth of Fashion" forum and attended a fashion show.
This visit to the Russian Federation was an important step, not only strengthening Turkmen-Russian humanitarian cooperation but also identifying specific areas for exchanging experience in high-tech medicine and charity.
