 Turkmenistan gets acquainted with the experience of digitalization of utility systems of Kazan

The delegation of Turkmenistan, which arrived on a working visit to Kazan, met with head of the city’s executive committee, Rustem Gafarov.

The delegation included chairman of the State Committee of Turkmenistan for the construction of the city of Arkadag Deryageldi Orazov, chairman of the State Corporation "Turkmennebit" Guvanch Agajanov, chairman of the State Bank for Foreign Economic Affairs of the country Rakhimberdi Dzhepbarov, rector of the Oguz Khan University of Engineering and Technology of Turkmenistan Gurbanmyrat Mezilov. The meeting was also attended by deputy head of the municipality of the city, Evgenia Lodvigova, and head of the center for urban transformation, Dmitry Kremlev.

The main goal of the meeting of the delegation of Turkmenistan is to adopt the experience of the capital of the Republic of Tatarstan in the digitalization of utility systems and implement it in the future in the city of national importance Arkadag. In this regard, representatives of the capital of Tatarstan shared their experience of digitalization of various processes in the field of public utilities, namely the successful implementation of the “Open Kazan” system and the “Safe City” project.

The Open Kazan information service covers 80% of residential buildings in the city. Using this system and its mobile application, residents can ask questions about water supply, electricity supply, elevator operation, catching stray animals, etc.

“The system is connected to a single duty dispatch service, which is located under the civil protection department and accepts applications not only for housing and communal services, but also for all emergencies related to the safety of citizens: accidents, fires,” Iskander Giniyatullin, deputy head of the executive committee of the capital of the Republic of Tatarstan noted.

The Open Kazan system is also combined with the Safe City project, within which a number of apartment buildings were equipped with CCTV cameras. In agreement with the Ministry of Internal Affairs, the executive committee develops the procedure for installing such devices every quarter.

“We are pleased to welcome our friendly country, guests from Ashgabat, the capital of Turkmenistan, to Kazan. The country's consulate general successfully operates here, and last year an agreement was signed on the twinning of the cities of Kazan and Arkadag. Guests from Turkmenistan are always welcome at major events held in the capital of Tatarstan. We have close bilateral ties,” Rustem Gafarov addressed the representatives of the delegation.

Tatarstan and Turkmenistan are connected not only by cultural events, but also by trade and economic cooperation. Mutual trade turnover increased by 13%.

“It has even greater potential for further growth. And I am sure that city residents will be pleased with the wide range of Turkmen goods on the shelves in our stores. We have a lot to learn from you, and we will also be happy to share our accumulated experience with you,” the head of the Kazan executive committee said.

“Thank you very much for your hospitality, it’s a pleasure to arrive in the sister city of Kazan. We know that you have systems that analyze all utilities. And we pay great attention to this, since now mainly young people work in the city. The city itself is beautiful, but the residents still need security and services. We would like to learn from your experience and introduce together new service options in Arkadag, which is considered the basis for our other relationships,” Deryageldi Orazov said.

The Chairman of the State Committee of Turkmenistan for the Construction of the City of Arkadag shared that the city uses a rainwater collection system, which allows reducing water intake from canals by more than 50%. In the future, it is also planned to build a medical cluster in Arkadag with the aim of developing the pharmaceutical industry.
