China firmly opposes the illicit use of drones for non-peaceful purposes while supporting lawful international trade and cooperation involving civilian drones, a spokesperson for the Ministry of Commerce said Monday.

The remarks followed an announcement issued on October 19 by the ministry and other relevant authorities on optimizing and adjusting export control measures for certain drone-related items.

The new measures will take effect on November 18. China has already notified countries and regions with which it maintains export-control dialogue mechanisms.

According to the Ministry of Commerce, the affected products have clear dual-use characteristics. The adjustments are intended to safeguard national security and interests while fulfilling international obligations, including those related to non-proliferation.

At the same time, China said it remains committed to maintaining the security and stability of global industrial and supply chains. Export license applications will continue to be reviewed in accordance with the law, with compliant applications eligible for approval.

The spokesperson said dynamic adjustments to export controls are common international practice. Rapid technological development, the ministry noted, has turned some products that were once considered advanced into ordinary consumer goods.

China said the latest changes were made after considering recent industry and technological developments as well as feedback from companies.

According to CCTV+, China plans to continue consultations with relevant parties on export controls while facilitating compliant international trade in civilian drones.
