Turkmenistan has developed a set of regulatory documents to support the functioning of the Interagency Electronic Data Exchange System. The relevant decisions have been adopted as part of efforts to develop digital infrastructure and improve the telecommunications sector under the leadership of the head of state.
According to the Ministry of Communications of Turkmenistan, the country continues to implement large-scale programs aimed at expanding digital services, modernizing the telecommunications system, and strengthening technological independence.
As part of building a multifunctional digital environment, standard documents regulating the operation of the Interagency Electronic Data Exchange System have been approved. These include an agreement on the exchange of electronic documents between government agencies, as well as a contract between the system operator and its participants.
The adopted documents define the procedures for system operation, the general principles of electronic document exchange between government institutions, and the interaction of information systems in the provision of electronic public services. They also establish the rights, responsibilities, and liabilities of the parties, as well as the rules for data exchange.
The system operator is TurkmenTelecom, which is part of the Ministry of Communications. The company is responsible for coordinating the activities of participants and for identifying and monitoring cybersecurity risks.
The implementation of the system will enable the integration of automated databases of government institutions into a unified information network and contribute to the creation of a comprehensive digital space in the country.
