Conference at the Adalat Palace: Legal Modernization and Turkmenistan's International Initiatives

On November 19, a scientific and practical conference was held at the Adalat Palace, providing a platform for discussing the improvement of the national legal system in the context of international standards. The event, entitled "The Year of International Peace and Trust – a Triumph of Prosperity, Progress, and Democracy," was jointly organized by the Supreme Court of Turkmenistan, the Mejlis, the Institute of State, Law, and Democracy, and the Institute of International Relations of the Ministry of Foreign Affairs.

The dialogue was attended by judges and judicial staff, Mejlis deputies, researchers and teachers, as well as representatives of international organizations operating in the country, including UN and OSCE experts. Speakers included Yagmyr Nuryev, Director of the Institute of State, Law, and Democracy; Mejlis deputy Muhammetberdi Geldimammedov; and Amantach Gurbanova, head of a department at the Supreme Court.

The conference was given special significance by the participation of international partners, including UNFPA Representative Kemal Goshliev, UNDP Human Rights Project Manager Lachin Artykova, UNICEF National Consultant Magtymguly Khodjamyradov, and OSCE staff member Guncha Nepesova.

Dovletmurad Mamedov, a lecturer at the Institute of International Relations of the Ministry of Foreign Affairs, devoted his report to the international legal status of Turkmenistan's permanent neutrality and its role in the modern global security architecture. The speaker recalled that this status, enshrined in a UN General Assembly resolution in 1995 and reaffirmed in 2015, as well as the declaration of December 12 as International Day of Neutrality, is the fundamental doctrine of the country's domestic and foreign policy.

It was emphasized that the country's peacekeeping role is reflected in international initiatives aimed at preventing conflicts and addressing global challenges, including sustainable development and environmental security.

The report outlined the strategic position of Turkmenistan's leadership, including a number of new proposals aimed at strengthening the global order and legal framework.

Thus, Turkmenistan has proposed including a special agenda item, "Neutrality for Peace and Security," on the 80th session of the UN General Assembly. This proposal demonstrates the country's commitment to the practical implementation of the principles of neutrality as an effective tool for promoting peace and cooperation.

Following up on its initiative to declare this year the "Year of International Peace and Trust," Turkmenistan is proposing to hold a World Summit on a Culture of Peace and Trust. The main objective of this Summit will be to develop a universal code of international trust. This code is intended to serve as a foundation for respect for sovereignty and the joint resolution of global problems.

To strengthen the international legal foundations of peace and cooperation, Turkmenistan proposed that the UN General Assembly declare 2028 the "Year of International Law," which would be an important step in strengthening the international legal foundations of peace and cooperation.

In conclusion, it was noted that Turkmenistan consistently aligns all its international initiatives with the UN Charter, reaffirming that the United Nations must remain the guarantor of peace and development and the foundation of global security and stability. Turkmenistan consistently advocates for strengthening the UN's leading role in international affairs. This will contribute to strengthening international law, improving the international legal framework, and enhancing the effectiveness of the implementation of UN conventions, treaties, agreements, and other multilateral documents.
