The Third UN Conference on Landlocked Developing Countries (LLDC) will be held in the Avaza National Tourist Zone of Turkmenistan from August 5 to 8, 2025. The main theme of this global event is “Making progress through partnerships”. Since landlocked developing countries are more dependent on their neighbors for trade, travel and investment, partnership is everything. That is why the Third UN Conference on Landlocked Developing Countries will actively engage with different groups, each representing different perspectives and innovative solutions designed to help unleash the potential of landlocked developing countries, the UN website notes.

LLDC3 is an opportunity for these groups to engage at a high level with world leaders, UN chiefs, policymakers, grassroots leaders, investors, youth activists and others to develop a strategy to help integrate landlocked countries’ concerns into global policymaking, investment plans and the sustainable development agenda to achieve the SDGs. The call of this global gathering was made by Rabab Fatima, UN Under-Secretary-General and High Representative for the Most Vulnerable Countries: “Let us demonstrate our shared commitment to transform the lives of the 570 million people living in 32 landlocked developing countries, so that no one is left behind.”

The draft program for LLDC3 published by the UN includes events leading up to the opening of the conference. The opening of the civil society forum, as well as the youth and parliamentary forums, is scheduled for August 4. The opening ceremony of the conference will take place on August 5, with plenary sessions planned for that day, including a general debate, an opening press conference, a civil society forum, a high-level roundtable, an opening private sector forum and an intergenerational dialogue.

The second day of the forum will feature a general debate in plenary, a high-level roundtable, a ministerial meeting on South-South cooperation, a private sector forum and a press conference.

The general debate and roundtable will continue on the third day, August 7, with an event of UN Resident Coordinators, a meeting of women leaders and other events on the sidelines of the forum. The final day of the Third UN Conference on Landlocked Developing Countries in Avaza is scheduled to include a plenary session with a general debate, a closing session to adopt a new action program and a political declaration, and a closing press conference.
