Within the framework of the International Academic Mobility Erasmus+ project, according to the Agreement signed between the State Energy Institute of Turkmenistan and the Angel Kanchev University of Ruse in Bulgaria, which envisages cooperation in the sphere of science and education between the two higher education institutions, representatives of the State Energy Institute of Turkmenistan conducted a working visit to the city of Ruse (Republic of Bulgaria) in the last ten days of April. The purpose of the visit was to carry out activities stipulated by the Erasmus+ program for 2021–2027, to develop academic cooperation, exchange experience in the field of education, participate in joint educational and scientific events, and to strengthen partnerships between educational institutions in the context of the internationalization of higher education.

One of the key events of the visit was the participation of the Turkmen delegation in the Third International Scientific and Practical Conference "Digital Transformation of Education – Problems and Solutions," where topical issues of the introduction of digital technologies in the educational process, as well as the challenges and prospects of digitalization of higher education, were discussed. The day before the conference began, its participants took part in a round table meeting where prospects for international cooperation were discussed. A meeting was held there with the leadership of the Angel Kanchev University of Ruse, one of the largest universities in the country, during which Vice-Rector Galina Ivanova expressed interest in strengthening long-term cooperation. She spoke about her university's experience in implementing the Erasmus+ program and proposed developing partnerships in this direction, taking into account the prospects for expanding the exchange of students and teachers within the framework of this European program – Erasmus+ International Credit Mobility (ICM).

The main discussions unfolded later at the forum itself, during which, in particular, best practices and achievements in the field of integrating the principles of sustainable development into the educational sphere were considered. An exchange of professional experience took place between representatives of universities and research centers.

Specifically, reports of the conference participants were heard. At the international scientific and practical conference dedicated to sustainable development and digital transformations in education, the Head of the Languages Department of the State Energy Institute of Turkmenistan, Akmyradov Gadam, delivered a keynote report. The topic of his presentation, "The Significance of “Green” Education for a Sustainable Digital Future", aroused keen interest among the participants of the event. In his report, Gadam Akmyradov noted that "green" education should become an integral part of all educational programs, including humanities disciplines, technical specialties, and engineering fields.

According to the speaker, the role of universities in this process is exceptionally important. It is higher education institutions, such as the State Energy Institute of Turkmenistan, that are currently forming a new generation of specialists capable of harmoniously combining digital skills with a responsible attitude towards the environment. Special attention in the report was paid to the integration of environmental topics into language teaching.

Within the framework of the international forum, a substantive presentation was given by the Director of the "IT–Nurly shohle" Scientific and Educational Center at the State Energy Institute of Turkmenistan, Begmyradova Govher. The topic of her presentation was "The Role of Modern Information Technologies in the Professional Training of Civil Servants." In her speech, Govkher Begmyradova emphasized that in the context of the rapid development of digital technologies and the transition to electronic public administration, traditional forms of personnel training require serious transformation. In her opinion, modern civil servants should not only possess basic digital skills but also be able to effectively use information systems in their work, make decisions based on analytical data, and ensure the cybersecurity of state resources.

Govkher Begmyradova also spoke about the activities of the "IT–Nurly shohle" center, which actively introduces modern educational platforms and technologies into the educational process, conducts specialized training courses and seminars for government agencies, and develops training modules using interactive and distance learning formats.

During the forum, a broad exchange of views took place, during which participants discussed best practices in the field of digital transformation of the public administration system, as well as approaches to shaping a digital culture among employees of state institutions.
