In Uzbekistan passengers of special categories will be able to travel for free on Rail Transport once a year
Starting from January 1, 2025, a new law on "Rail Transport" has come into effect in Uzbekistan.
According to the law, passengers of special categories will be entitled to free travel on rail transport once a year.
This decision was made to improve the quality of passenger services and to develop rail transport in the republic. The law will also contribute to creating conditions for entrepreneurial activities, attracting foreign investments, and fostering international cooperation in the field of rail transport and international transportation.
The law introduces 17 new concepts, including "rail transport", "public railway transport", "authorized organization", "rail passenger", and "cargo".
A new concept of "public railway infrastructure operator" has been introduced, and the basic requirements for the operator are outlined in a separate new article of the law.
The document also revises the conformity of existing norms with modern requirements. Specifically, it introduces provisions for compensation of losses to carriers and defines the rights and obligations of both passengers and carriers.
To implement this law, 1.7 trillion sums will be allocated from the state budget to compensate for the losses from transporting passengers at state-regulated tariffs.
The joint-stock company "Uzbekiston Temir Yullari" has committed to fulfilling contracts, earning revenues from financial interests, products, works, services, and other activities aimed at maintaining and developing the joint-stock company.
The Cabinet of Ministers is designated as the executive body of government, local government bodies (hokimiyats) are recognized as local authorities, and the Ministry of Transport and the Transport Control Inspection are the government bodies responsible for public rail transport management.
