Turkmenistan held a High-level Dialogue on Transport and Energy Connectivity in New York


"In view of the increasing crisis phenomena in the supply of energy resources to world markets, instability in the relations of suppliers, transit countries and consumers, Turkmenistan considers it important to consider the most appropriate financing mechanisms to create stable, sustainable and reliable energy mobility, which plays a key role in ensuring sustainable development.", - Minister of Finance and Economy Serdar Jorayev said, speaking at an event organized on the initiative of Turkmenistan within the framework of the ECOSOC Forum on Follow-up Measures in the Field of Financing for Development held in New York.
The side event was called the "High-level Dialogue on Transport and Energy Connectivity in order to expand Development Financing: The United Nations Decade for Sustainable Transport for 2026-2035, the Ashgabat Platform for Energy Connectivity."

The dialogue was attended by UN Assistant Secretary-General, Director of the UNDP Regional Office for Europe and the CIS, Ivana Zhivkovich, Acting Deputy Secretary-General of the United Nations, Representative for Landlocked Developing Countries, Sandagdorj Erdenebileg, representatives of the UN Department of Economic and Social Affairs, heads of national delegations to the Financing for Development Forum, Permanent Representatives and experts of the UN Member States.
Speaking to the audience, the Minister of Finance and Economy of Turkmenistan outlined the need for energy sustainability, stability and security. In this direction, in order to manage energy risks, it is important to exchange best practices and stimulate joint investments in strategic energy infrastructure projects of international importance, said Jorayev. He recalled that Turkmenistan invites the governments of interested countries to create an Alliance for cooperation in the field of global energy security and sustainable development, as well as to create a Global Atlas of sustainable transport Connectivity.

"We consider it important to create integrated national financing mechanisms for Sustainable Development Goals, and we hope that today's dialogue will identify coordinated and integrated approaches to financing development through measures that promote the mobilization of resources from all possible sources of financing, including public-private partnerships," the minister said.
He stressed the important role of private domestic and international finance, the use of innovative financial instruments and digital finance, the creation of pooled funds, as well as the mobilization of international financial resources provided by financial institutions and foundations.

Minister of Finance and Economy Serdar Jorayev also addressed the plenary session of the ECOSOC Forum on Follow-up Measures in the Field of Financing for Development and participated in the panel discussion "Mobilization of domestic public resources".
The Minister briefed on the development of Turkmenistan's public finances, on strengthening work to improve strategic planning, which provides for the transition to medium-term budgeting and the introduction of a program budgeting format.

"At the same time, we believe that UN entities and international financial institutions need to continue to provide expanded support to countries by providing the necessary technical assistance and affordable financing to support the phased achievement of the 17 Sustainable Development Goals, since the implementation of the 2030 Agenda largely depends on global partnership and cooperation," said Jorayev.
He noted that the modern world is in search of new forms and mechanisms of financing development that would be more effective and innovative and supported the initiative to promote inclusive and effective international tax cooperation at the United Nations.
The delegation of Turkmenistan, headed by the Minister of Finance and Economy, participated in the ECOSOC Forum on Follow-up to Financing for Development in New York from April 22 to 24.
