The Office of the Ombudsman of Turkmenistan, together with international partners, is developing a multi-year plan

The Office of the Ombudsman of Turkmenistan held consultations on multi-year strategic planning in cooperation with the Asia-Pacific Forum of National Human Rights Institutions (ATF), the United Nations Development Programme (UNDP) and the Regional Office of the United Nations High Commissioner for Human Rights in Central Asia (OHCHR).

The purpose of the multi-year strategic planning was to define strategic priorities, goals, activities and the work plan of the Ombudsman's Office for the next five years (2024-2028) within its mandate and resources.

The Ombudsman's Office strives to promote universal understanding and application of human rights in all spheres, strengthen and coordinate external partnerships, improve the capacity and competence of the Ombudsman's Office to effectively fulfill its mandate as an independent National human rights institution of Turkmenistan in accordance with the Paris Principles.

During the strategic planning process, ATF experts Jill Crisp and Ahmed Shahid visited Ashgabat and held consultations with the Ombudsman's Office, representatives of civil society organizations and the UN country team in Turkmenistan. During the consultations, strategic priorities, results, activities and indicators were developed. The initial draft of the Multi-Year Strategic Plan has been submitted to the Ombudsman's Office, and the final draft will be submitted for approval by the end of November 2023.

The development of a Multi-year Strategic Plan is one of the key recommendations provided based on the results of the capacity assessment of the Ombudsman's Office conducted in October 2022 jointly by ATF, UNDP and OHCHR within the framework of a Global Tripartite Partnership.

ATF, UNDP and OHCHR remain committed to supporting the Ombudsman's Office in implementing the recommendations of the Capacity Assessment and will continue to encourage its interaction with the international human rights system.
