Turkmenistan participates in the meeting on the Vienna Program of Action for LLDCs in Bangkok


Turkmenistan is participating in the High Level Dialogue on the review of the Vienna Program of Action for Landlocked Developing Countries (LLDC) for 2014-2024. The event takes place on August 22-23 in Bangkok, Thailand, and brought together representatives of the UN, heads of such structures of the Organization as the Economic Commission for Europe, the Economic and Social Commission for Asia and the Pacific (ESCAP) and others, as well as government bodies of the countries of the Eurasian region.
On the agenda of the meeting are the implementation of the Vienna Program of Action, challenges, achievements and best practices in this area, the development of key recommendations, including policies and specific initiatives for the next decade. Participants discuss and share experiences on progress, challenges, opportunities and best practices in transit improvement and trade facilitation in both landlocked developing countries and their transit neighbours. A separate topic is the provision of uninterrupted and stable communication with the help of transport infrastructure and information and communication technologies.
Batyr Annaev, Deputy Director General of the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan, made a presentation on creating sustainable transport and digital connectivity in the country in the context of program measures for the digitalization of all sectors of the economy, the introduction of electronic services and the technological transformation of industries.

In his report, he paid special attention to transport diplomacy and strengthening the position of Turkmenistan as a regional center of international transport and transit corridors. The chosen digitalization model in this area combines logistics, trade and technology as a single platform on which segments of a single window, digital retail networks, tracking and online payments, data analytics, digital services and hosting services will be formed.
Some of these segments are already actively developing in the country. Thus, together with UNDP in Turkmenistan and UNCTAD, the State Customs Service has already launched a project of a Single Window for Import and Export Operations, which involves the integration of digital customs services with the work of various authorities that issue permits and licenses for the import and export of goods.
The portal of public services e.gov.tm, which at first provided for the placement of only public services in digital form, began to be restructured to meet the needs of the business community. In this direction, the work of state structures, the mechanism of their interaction are being optimized, and the regulatory and legal framework is being improved in the spirit of global trends.

The Deputy Director General of the Agency for Transport and Communications of Turkmenistan also informed the participants of the meeting about the developing national system of electronic transport documents in the country, its integration with international platforms of waybills, the intensively expanding domestic market in the Internet space, tracking systems and online payments, the formation of a regional information exchange system and moving towards cross-border paperless trade.
In general, integration into the regional and world transport system and logistics is a very important issue for Turkmenistan, which is one of the strategic priorities of the state. Based on the fact that international transport corridors and transcontinental economic ties are capable of stabilizing the geopolitical situation around the world, our country comes up with international initiatives on sustainable transport, including from the UN rostrum. At the same time, a lot of systematic work is being carried out in Turkmenistan to improve the technical level of the transport system, attract investments and modern efficient technologies to improve the quality of transport services, including transit traffic.
