Turkmenistan prepares amnesty of capital
Turkmenistan has begun preparations for an amnesty of capital and property as a measure to combat corruption. In this regard, new normative legal acts are to be developed. Discussion of this issue was held at a meeting of the Government of Turkmenistan on Friday. As noted, amnesty of capital will facilitate the flow of additional financial resources into the national economy and the formation of a favorable investment environment. Amnesty of capital is a process of money legalization by the state. As a rule, a necessary condition for amnesty of capital is the payment of a small tax (income or corporate) and the requirement to import (in whole or in part) the capital concealed outside the country. There are dozens of examples of such actions in the world practice. One of the most successful amnesties was held in 2001-2002 in Italy. It was possible to attract about 73 billion Euros to the budget.
