The draft Regulations on the Spartakiad were developed by Russia and approved by the Council for Physical Culture and Sport of the Commonwealth countries.

The Spartakiads are planned to be held once every four years, separately for winter and summer sports. The first competitions in winter sports are proposed to be held in 2024, and in summer — in 2026. Participants will compete with each other in both Paralympic and Deaflympic sports.
