The working group of the Mejlis discusses what the Halk Maslahaty will be like after the reorganization


The working group of the lower house of the Turkmen parliament is discussing amendments to the Constitution, which relate to the reorganization of the upper house (Halk Maslahaty) into the highest representative body of democracy.
This was told by a member of the group, Doctor of Law, professor, Honored Lawyer of Turkmenistan and Honorary elder Murad Haitov in a comment for the Neutral Turkmenistan newspaper.
Speaking about the differences between the previously active Halk Maslahaty (2003-2008) and the newly formed one, a member of the Working Group noted that there is a discussion on the introduction of the concept of "permanent member" of the Halk Maslahaty. It is also planned that the President of Turkmenistan will have the authority to appoint and dismiss the chairman of this body.
In addition, it is assumed that conditionally the Halk Maslahaty will consist of "two parts" — members of the Halk Maslahaty (by position), as well as representatives of local Hulk maslahaty, public associations, political parties, elders of the people and the public.
Also, the new supreme representative body of democracy assumes a new algorithm of interaction with local representative bodies operating in regions, districts and cities.
