Turkmenistan stands for building up the potential of preventive diplomacy
Following the goals set out in the Global Counter-Terrorism Strategy and the Joint Action Plan for Central Asia, Turkmenistan proposes to intensify consultations with the UN Counter-Terrorism Office to consider possible formats and modalities for the Counter-Terrorism Office Program Office in Ashgabat.
The creation of this structure is included in the agenda of interaction with the KTU, the issues of which were discussed during a meeting in Tashkent between the Deputy Minister of Foreign Affairs of Turkmenistan Vepa Khadzhiev and the UN Deputy Secretary General, head of the Counter-Terrorism Department Vladimir Voronkov.
The activities of this office will be aimed at implementing the entire range of international programs and projects of the KTU in the Central Asian region, supplementing them with joint components with the UN Regional Center for Preventive Diplomacy, the OSCE and other structures.
It is planned to provide expert and training support with an emphasis on law enforcement and preventive components in the field of combating terrorism in the region, as well as the creation of a system for exchanging information on the most important aspects of this area between the countries of Central Asia.
Turkmenistan also considers it important to build the capacity of the UN Regional Center for Preventive Diplomacy for Central Asia, headquartered in Ashgabat.
According to the Turkmen side, the tools of preventive diplomacy, early warning mechanisms and neutralization of terrorist threats play an exceptional role in strengthening security.
At present, a draft resolution of the UN General Assembly on strengthening regional and international cooperation in order to ensure peace, stability and sustainable development in the Central Asian region has been prepared, which will be submitted for consideration by the 76th session of the General Assembly.
The adoption of this document will contribute to the practical implementation of international initiatives of the Central Asian countries, including in the field of counterterrorism, reflected in the final document of the Consultative Meeting of the Heads of State of Central Asia, held on August 6, 2021, in Turkmenistan
As part of his visit to Tashkent to participate in a high-level international conference on counter-terrorism strategy, Vepa Khadzhiev also met with the EU Special Representative for Central Asia Teri Hakala, the Minister of Foreign Affairs of Tajikistan Sirojiddin Muhriddin and the Executive Director of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Kairat Sarybay.
