Foreign Ministers of the Russian Federation and Turkmenistan adopted a statement in connection with the 30th anniversary of diplomatic relations


The Ministers of Foreign Affairs of the Russian Federation and Turkmenistan adopted a joint statement on the occasion of the 30th anniversary of the establishment of diplomatic relations between the two states, celebrated in 2022.
The text of the statement is published on the website of the Ministry of Foreign Affairs of the Russian Federation. In the preamble of the document, it is noted that it relies on "the historically established ties between the peoples of the two countries, the principles of equality, respect for sovereignty and territorial integrity, non-interference in each other's internal affairs and mutual trust."
There is also a reference to the obligations enshrined in bilateral treaties: on friendship and cooperation (April 23, 2002) and on strategic partnership (October 2, 2017).
So, the Foreign Ministries of Russia and Turkmenistan stated that the national interests of the two countries are in the "further active development of bilateral interstate relations in order to strengthen security, development and cooperation in Central Asia and throughout the Eurasian space."
In this context, the importance of "a trusting exchange of views and coordination of positions on key issues of bilateral relations, topical international problems, including during regular meetings at the highest and high levels" was noted.
It was also stated that "with full respect for the permanent neutrality of Turkmenistan, strategic interaction and coordination in the foreign policy field, convergence of the positions of our states on the most significant regional and international problems will be comprehensively deepened."
The parties intend to develop cooperation within the framework of the UN and its institutions, the CIS, the OSCE, in the formats of "Central Asia + Russia" and the "Caspian Five", as well as other multilateral associations to link national development strategies and integration processes in the vast Eurasian space in the interests of forming a Greater Eurasian partnership.
To help resolve the Afghan crisis, the ministers stressed the importance of respecting the sovereignty, independence and territorial integrity of Afghanistan, ensuring the rights of the Afghan people to peace and prosperity, and agreed to encourage the Afghan side to form an inclusive government that reflects the interests of the country's key ethno-political groups and counter the threats of the spread of terrorism and drug trafficking.
In view of the global nature of the COVID-19 pandemic and the risks of new epidemics, the parties will continue to cooperate in the field of sanitary and epidemiological welfare of the population, exchange of results of research activities in the prevention and control of infectious diseases, building up laboratory and human resources.
The statement confirmed the readiness to develop cooperation on the basis of a bilateral intergovernmental Memorandum of Understanding on issues of ensuring biological safety.
The importance of a regular dialogue on regional security, a confidential exchange of information for strengthening the potential for anti-crisis response was noted.
“The talks were held in a traditionally warm, friendly atmosphere. The Russian side highly appreciates the results of the visit and hopes that the agreements reached will serve to strengthen and develop the Russian-Turkmen strategic partnership,” summed up the visit of the Turkmen Foreign Minister to Russia in a press release from the Russian Foreign Ministry.
