On October 21–22, the Ministry of Finance and Economy of Turkmenistan, in collaboration with the Asian Development Bank (ADB), held a practical seminar in Ashgabat titled "Turkmenistan’s Accession to the WTO: Private Sector Readiness, Market Access, and Export Opportunities." The event brought together representatives from government agencies, the Union of Industrialists and Entrepreneurs, domestic producers, and experts in international trade law.

The two-day intensive workshop shifted the focus from general theoretical WTO principles toward applied economic analysis. As noted by Ylham Yarashov, Head of the WTO Cooperation Department at the Ministry of Finance and Economy, and ADB representative Asad Alim, the objective of the accession process is not merely a formal entry into the organization, but rather the transformation of the national trade system, the diversification of exports, and the protection of the interests of Turkmen producers.

During the interactive sessions, ADB experts Paolo Vergano and Fabio Artuso, together with Ambassador Zhanar Aitzhan (Kazakhstan’s former chief negotiator for WTO accession), divided the participants into working groups to engage in simulations and practical exercises.

Specifically, the sessions addressed the assessment of industry sensitivity: participants analyzed the vulnerability of various economic sectors to import competition and identified the types of production best positioned to enter foreign markets.

Discussions also focused on non-tariff barriers and market access, covering the application of bound versus applied tariff rates, rules of origin, technical barriers to trade, and sanitary and phytosanitary measures.

Particular attention was given to the development of a negotiating position; entrepreneurs discussed what factual data the private sector could provide to the national negotiating team to help secure optimal transition periods and terms for accessing resources.

At the conclusion of the intensive program, ADB representatives Dorothea Lazaro and Julian Clark announced the next phase of support: the development of individual export-readiness assessments for enterprises, followed by a follow-up review session for the business community in two months’ time.
