Turkmen Neutrality as an Instrument for Peace at the Global Security Forum in Doha

The eighth Global Security Forum took place from October 19–21 in Doha, the capital of Qatar. It was co-organized by the Qatar International Academy for Security Studies (QIASS) and The Soufan Center, an independent non-profit organization. The forum was held under the patronage of the Prime Minister and Minister of Foreign Affairs of Qatar, Sheikh Mohammed bin Abdulrahman Al Thani.
The event brought together high-ranking officials, diplomats, and experts representing over one hundred nations. Turkmenistan was represented by Shiri Shiriyev, Director of the Center for Strategic Studies at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.

Discussions at the forum focused on strengthening international security, developing cooperation with new partners, and coordinating the joint efforts of states to counter modern challenges and threats. Particular attention was paid to geopolitical tensions, the role of international organizations in mediation and cooperation within conflict zones, multilateral partnerships, and issues of collective security.
It is in this context that our country’s position takes on particular significance. Turkmenistan’s neutrality is not a distancing from global issues, but rather a deliberate choice regarding the format of its participation in ensuring security—through dialogue and preventive diplomacy.

As the President of Turkmenistan, Serdar Berdimuhamedov, emphasized while speaking at the BRICS summit on October 25, 2024:
"Turkmenistan actively participates in the international community’s efforts aimed at achieving and establishing principles of cooperation, mutual respect, and consideration for one another’s interests worldwide. Our country leverages its neutral status to promote a peace-oriented agenda, ensure global and regional security, and foster a culture of equal dialogue, trust, and predictability in interstate relations."
This approach is consistently reflected in the practical work of Turkmen experts. During the forum, meetings were held with Mohammed bin Ahmed Al Misnad, National Security Advisor to the Emir of Qatar, as well as with Ali Soufan, Executive Director of the Qatar International Academy for Security Studies.

Discussions focused on opportunities to strengthen cooperation between the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan—including its specialized unit, the Scientific Center for Strategic Studies—and relevant institutions in the State of Qatar.
Hosting the forum in Doha underscores Qatar’s active role in international negotiation processes, mediation efforts, and cooperation toward ensuring regional security.
Moreover, the event itself carries global significance, as it aims to foster mutual trust between nations, expand partnerships, and develop avenues for the peaceful, diplomatic resolution of disputes and conflicts.
For countries that prioritize neutrality and preventive mechanisms, such platforms are particularly valuable—they provide a means to translate the principles of "positive neutrality" into concrete projects and practical working arrangements.
