A significant aspect of the cooperation between Turkmenistan and China in the fuel and energy sector is the development of the "Bagtyyarlyk" contract area, located on the right bank of the Amu Darya River in the Lebap Region. Under a production-sharing agreement, the China National Petroleum Corporation (CNPC) is implementing projects to develop gas fields, expand gas processing facilities, and build infrastructure for natural gas transportation.

The scale of the accumulated production capacity, the volume of investment, and the integration of extraction facilities with export infrastructure underscore the project's importance for the development of Turkmenistan's gas industry and the strengthening of energy cooperation with China.

Development of Production Facilities

One stage in the development of the contract area involved the comprehensive development of six fields in the western part of Block B: Kishtuvan, Gunbatar Kishtuvan, Gadyn, Demirgazyk Gadyn, Gundogar Iljik, and Iljik. The project, involving an investment of US$280 million, entails the drilling of 22 production wells and the construction of production infrastructure designed for an annual output of up to 1.8 billion cubic meters of natural gas.

The project scope included the construction of 22 single-well pads, gas gathering stations at the Iljik, Gundogar Iljik, and Kishtuvan fields, and a central gas gathering station at the Gadyn field. The latter is equipped with water and gas condensate separation facilities, enabling the preliminary processing of up to 5.5 million cubic meters of gas per day.

The project involved the construction of 22 single-well stations and gas gathering stations at the Iljik, Gundogar Iljik, and Kishtuvan fields, as well as a main gas gathering station at the Gadyn field. The latter is equipped with water and gas condensate separation facilities capable of pre-treating up to 5.5 million cubic meters of gas per day.

The creation of these new facilities expands the production capacity of the contract area and establishes a technological link between raw material extraction and its subsequent preparation for processing and transportation.

Production Infrastructure and Export Supplies

A key component of the project is the integration of extraction facilities with gas processing and transport infrastructure.

Processed gas is transported via a 77 km pipeline to the fifth processing train of Gas Processing Plant No. 1. From there, it travels through a 69 km pipeline to a booster compressor station and then—via a gas metering station—to export markets.

A separate 87 km pipeline is provided for transporting associated condensate; this pipeline delivers the raw material to a stabilization unit for subsequent processing and sale.

Thus, the production system encompasses the key stages of raw material handling—from extraction and preliminary processing to processing and transportation. The coordinated operation of these components is crucial for the efficient utilization of established capacities and the reliability of export infrastructure.

In addition to the core production facilities, the project includes fire and gas-rescue stations, a water supply system, a residential complex, and social infrastructure. The project’s implementation has created approximately 200 jobs.

Investments and Resource Potential

Development of the Bagtyyarlyk contract area began following the signing of the Production Sharing Agreement on July 17, 2007. The next major milestone was the launch of the Turkmenistan–China gas pipeline and the first gas processing plant on December 14, 2009.

In the years that followed, the volume of direct investment in the project exceeded US$9 billion. Exploration activities led to the identification of 47 gas-bearing structures and confirmed geological natural gas reserves of over 570 billion cubic meters.

Currently, two gas processing plants are operating within the contract area, with a combined design capacity of 14.5 billion cubic meters of marketable gas per year. According to published data, the cumulative production volume since the project's inception has exceeded 133 billion cubic meters.

These figures illustrate the scale of the established production infrastructure. The project's future performance depends on the efficient development of the resource base, reliable equipment operation, and the coordinated functioning of extraction, processing, and transportation facilities.

Local Workforce and Regional Social Development

The development of production infrastructure goes hand in hand with personnel training and increased participation by the Turkmen workforce. According to published data, local employees account for over 90% of the company's staff. Turkmen specialists hold positions ranging from technical and engineering roles to management.

CNPC also sends young Turkmen citizens to the China University of Petroleum for training. Developing a skilled workforce fosters the accumulation of professional experience within the country and builds the competencies required to operate modern oil and gas facilities.

Another aspect of the company's activities is its participation in social projects within the Lebap Region. The development of industrial and social infrastructure, job creation, and personnel training constitute the regional dimension of the project, complementing its industrial and export significance.

The Long-Term Outlook for Turkmen-Chinese Cooperation

The Bagtyyarlyk contractual territory plays a significant role in the energy partnership between Turkmenistan and China. The project encompasses investments in field development, the creation of processing facilities, the expansion of pipeline infrastructure, and the training of a national workforce.

For Turkmenistan, this cooperation is vital for developing the gas industry, effectively utilizing its resource base, and strengthening its export potential. The project’s long-term success depends not only on production volumes but also on the technological reliability of the production system, the quality of specialist training, and the resilience of the entire supply chain.

As economic ties between Turkmenistan and China continue to expand, energy cooperation remains of strategic importance. The experience gained in developing the Bagtyyarlyk territory demonstrates the scale of these joint industrial projects and their role in developing production infrastructure and strengthening bilateral economic relations.
