The concluding session of the CIS Council of Heads of State in Avaza was marked by the signing of a package of documents outlining the long-term development objectives of the Commonwealth. These include:

A decision regarding the chairmanship of the Commonwealth of Independent States in 2027; a decision on the Statement by the Heads of State of the Commonwealth of Independent States marking the 35th anniversary of the Commonwealth's formation; and other procedural decisions.

Specifically, acting on the recommendations of the CIS Executive Committee, the leaders unanimously approved the decision to transfer the chairmanship of the Commonwealth of Independent States to the Republic of Uzbekistan effective January 1, 2027, with Turkmenistan and the Republic of Azerbaijan serving as co-chairs during that period.

Tashkent has already prepared an extensive plan comprising over one hundred events for the Organization's next summit—a milestone anniversary gathering scheduled for October 7, 2027.

According to the participants of the Avaza summit, a key outcome of Turkmenistan’s chairmanship this year was the official signing of the decision to designate 2029 as the "Year of CIS Transport Connectivity" within the Commonwealth of Independent States.

Additionally, during the extended session, CIS Secretary General Sergey Lebedev informed the participants about the adoption of a statement by the heads of state marking the 35th anniversary of the CIS's establishment.

Council members also heard a report from Natalia Bocharova, head of the International Organization for the Russian Language, who highlighted the importance of preserving a shared humanitarian space. Emphasizing that the CIS’s mission lies in its ability to launch projects that meet real-world needs—such as the organization she leads—she provided an update on the work of the International Organization for the Russian Language, which has been successfully operating for six months.

In a formal ceremony, and in accordance with a protocol decision, President Serdar Berdimuhamedov presented CIS Certificates of Honor to Tahir Iksanov, Executive Director of the Interstate Fund for Humanitarian Cooperation, and Viktor Popov, Chairman of the Directorate of the Council on Railway Transport, in recognition of their contributions to the development of Eurasian cooperation.

The Avaza summit concluded with the heads of state of the CIS and the President of Iran touring a large-scale exhibition of national pavilions, which showcased the immense economic potential and cultural diversity of the Commonwealth of Independent States' member countries.

Thus, the summit of heads of state in Avaza marked a triumph for Turkmen diplomacy and a significant milestone in transforming the CIS region into a multipolar crossroads of Eurasia.
