TIF 2026 Turns Dialogue into Documents: Signed Agreements Exchanged


The Turkmenistan Investment Forum (TIF 2026) concluded the strategic session block of its opening day with a signing ceremony for bilateral documents, translating expert discussions and proposed initiatives into concrete legal and commercial agreements.
The package of signed memoranda, agreements, and contracts—covering key drivers of the national economy ranging from water management, the chemical industry, and telecommunications to shipbuilding, rail transport, and the fuel and energy sector—clearly demonstrated the readiness of the public sector and domestic businesses for deep integration with foreign partners.

An official ceremony marked a new stage of substantive industrial and technological cooperation with leading global players. In the transport and shipbuilding sectors, a key development was the signing of a ten-year strategic cooperation agreement (covering the 2026–2036 period) between the Balkan Shipbuilding and Ship Repair Plant OJSC and the companies Damen Technical Cooperation B.V. (Netherlands) and Liamol Trading GmbH. The document aims to foster shipbuilding and ship repair, introduce maritime technologies, and localize production within Turkmenistan.

Concurrently, the Ministry of Railway Transport of Turkmenistan signed a Memorandum of Understanding with the Chinese construction giant CSCEC International Construction Company Ltd to implement promising infrastructure projects.

Agreements reached in the chemical industry, energy sector, and water management sector further underscored the strong commitment to modernizing key industries. The State Concern "Turkmenhimiya" signed a Memorandum of Understanding with China’s Tianjin Bohua Engineering Co., Ltd. regarding the development of chemical production, as well as a commercial contract with the domestic business entity Turkmen Enjam.

Meanwhile, the State Concern "Turkmennebit" solidified its cooperation by signing a contract with the German company Hybrid Innovation GmbH, while the State Committee for Water Management of Turkmenistan concluded a memorandum with Damen Workboats B.V. and Liamol Trading GmbH to modernize the country's water infrastructure.

The Ministry of Communications of Turkmenistan also took a significant step toward technological modernization by signing a memorandum of understanding and cooperation with the Korean company OnU H&C.
An analysis of the signed documents reveals a clear shift in direction—moving from traditional capital attraction toward high-tech partnerships, knowledge transfer, and the establishment of localized production facilities.

The exchange of signed documents marked the key practical outcome of the opening day of TIF 2026, reaffirming that Turkmenistan’s investment policy is grounded in principles of openness, reliability, and mutual economic benefit, as the forum continues its proceedings.
