Foreign Ministry Briefing: Ashgabat’s Agenda for the 81st UN General Assembly Session
A briefing held on September 18 at the Ministry of Foreign Affairs of Turkmenistan—focusing on the country’s priorities for the 81st session of the UN General Assembly and the direction of its international cooperation—highlighted a significant transformation in Turkmen diplomacy. Beneath the official rhetoric lies a highly concrete, pragmatic, and technically sophisticated agenda. Ashgabat is crafting a strategy wherein large-scale initiatives within the UN framework are underpinned by the institutional modernization of the national economy, the development of continental logistics, and deep integration into global financial and legal institutions.
The foundation of this global platform rests on the Strategy for Universal Peace and the initiative to designate the years 2027–2037 as the Decade of Strengthening Trust and Preventive Diplomacy. While championing the sovereign equality of states—through the establishment of a dedicated "Group of Friends" at the UN and the development of the Regional Centre for Preventive Diplomacy (UNRCCA)—Turkmenistan is simultaneously venturing into entirely new spheres.
A significant step forward is the proposal to develop an International Code on Artificial Intelligence for Digital Diplomacy under UN auspices and to hold an expert dialogue in Ashgabat regarding accountability and trust in this sphere. This diplomatic maturity is naturally reinforced by a long-term perspective: systematic preparations for the country’s bid for a non-permanent seat on the UN Security Council for the 2031–2032 term.
However, a foreign policy oriented toward peacebuilding is inconceivable without a stable economic foundation. As highlighted during the briefing, the country’s economic strategy relies on a well-calibrated dialogue with international financial institutions. Cooperation with the IMF—including regular consultations and assessments of macroeconomic indicators—enables targeted planning for economic diversification.
In collaboration with the World Bank, the country is already making a practical transition to the international System of National Accounts (SNA-2025) standard and implementing digital data collection systems, while partnerships with the EBRD, ADB, and the Islamic Development Bank facilitate co-investment in the energy sector, green technologies, and cross-border transport corridors. Turkmenistan’s WTO accession process aligns with this same logic of pragmatic engagement with the global system. Having completed the observer stage, the country has entered the phase of establishing a concrete negotiating framework: working groups have been set up within relevant agencies, consultations on the foreign trade regime memorandum are underway, and legislation and statistical systems are being modernized—efforts that have already received a positive assessment from IMF experts.
A pragmatic approach is also evident regarding the Energy Charter Treaty. Despite shifts in the stance of certain European participants, Ashgabat views the treaty’s transformation as a natural evolution of the institution, maintaining its status as a valuable, depoliticized platform for investment protection, transit security, and dialogue with the countries of Central and South Asia.
Turkmenistan’s transport and climate agendas are also taking on an institutional form. From the development of a Global Connectivity Atlas and the establishment of a UN-backed International Logistics Center to the launch of the Ashgabat Climate Dialogue and the creation of a Special Program for the Aral Sea Basin, these steps link domestic development goals with international law.
Preparations for the UN-designated Year of International Law (2028)—proclaimed on Ashgabat’s initiative—and the promotion of humanitarian platforms, such as the Central Asia Women’s Dialogue and Youth Dialogue, complete the picture: Turkmenistan offers the international community not merely declarations, but a working model of a pragmatic, technology-driven, and peace-oriented partnership.
