World Artificial Intelligence Cooperation Organization (WAICO) established in Shanghai
When technology transcends national borders, international cooperation becomes not just desirable but essential. The creation of WAICO is a recognition that the future of artificial intelligence must be shaped by collective wisdom, not by the will of individual states. By joining forces, countries assume responsibility for ensuring that AI serves humanity, is safe and fair.
On Thursday in Shanghai, 29 countries signed an agreement to establish the World Artificial Intelligence Cooperation Organization (WAICO). According to the agreement, WAICO will become an independent intergovernmental international organisation with its headquarters in Shanghai. The agreement was signed on behalf of the Chinese government by Foreign Minister Wang Yi, who is also a member of the Political Bureau of the CPC Central Committee. Representatives from 29 countries, including Kazakhstan, Laos, Pakistan, Russia and Indonesia, signed the agreement, making their countries founding members of WAICO. UN Secretary General António Guterres was among the representatives of countries and international organisations attending the signing ceremony.
Under the agreement, the organisation will uphold the purposes of the UN Charter, commit to broad consultation and joint contribution for the benefit of all, and adhere to a human centred approach. Its goal is to promote international cooperation and global governance in AI, ensuring that AI is beneficial, safe and fair, thereby contributing to its healthy and orderly development for the benefit of all humanity.
The creation of WAICO comes amid growing international consensus on the need for global AI regulation. In recent years, the UN and individual countries have actively discussed ethical and legal frameworks for AI. China, which has consistently advocated a multilateral approach, played a key role in advancing this initiative. Shanghai, as a global technology hub, was chosen as the headquarters location.
