Turkmenistan is actively commissioning modern multi-lane highways, and their careful operation is considered essential for ensuring long-term durability. One after another, modern high-speed roads are being opened, reliably connecting the regions of the country. For example, the 600-kilometer “Ashgabat–Turkmenabat” highway is already fully operational. Its width reaches 34.5 meters, and the roadway includes several lanes in each direction.

The highway is equipped with digital speed monitoring systems, video surveillance, emergency communication points, and protective barriers preventing wild animals from entering the roadway. These modern roads are designed to serve for decades. To protect the road surface from premature wear caused by excessive loads, the country has introduced clear and well-justified regulations for heavy and oversized vehicles.

Legal Foundation of Road Logistics

The main legal framework governing all road-related activities is the Law of Turkmenistan “On Roads and Road Activities.” Adopted in 2013, the law is continuously updated in line with modern requirements and standards.

The legislation defines key concepts closely linked with transportation regulations. Road infrastructure elements include not only road signs and markings, but also modern weight and dimension control stations that help ensure compliance with established standards.

When Is Freight Transport Considered Heavy? Current regulations clearly define the parameters for freight transport. A vehicle is subject to weight control if its total weight or axle load exceeds the permitted limits.

For Category I–III roads (including new highways):

• Total vehicle weight: no more than 36 tons;

• Single axle load: no more than 10 tons;

• Double axle load: no more than 16 tons;

• Triple tandem axle load: no more than 22 tons.

For Category IV–V roads:

• Single axle load: no more than 6 tons;

• Double axle load: no more than 10 tons;

• Triple axle load: no more than 13 tons.

Parameters of Oversized Vehicles

A vehicle is considered oversized if it exceeds the following dimensions:

• Height (including cargo): more than 4 meters;

• Width: more than 2.5 meters;

• Length of a road train: more than 20 meters with one trailer or more than 24 meters with two or more trailers;

• Rear cargo overhang: more than 2 meters.

The transportation of such cargo is carried out under a specially regulated traffic regime.

Procedure and Conditions for Transportation At present, the movement of heavy or oversized vehicles on public roads is carried out only on the basis of a special permit. This document is issued for a single trip along a strictly approved route and within specified time limits.

To optimize traffic flow, an important time restriction is applied: during peak traffic hours, access of heavy vehicles to major highways is limited. The recommended driving speed is specified in the permit and monitored for overall road safety.

Current regulations also provide for a transparent financial mechanism:

• A road usage fee is established for heavy vehicles, with funds directed toward maintaining road infrastructure;

• In cases where actual damage is caused to the road surface, compensation mechanisms are provided;

• If the transportation of oversized cargo requires additional technical work (reinforcement of road sections, temporary removal of barriers, or construction of access ramps), these measures are coordinated in advance and carried out by the carrier.

Compliance with approved routes, speed limits, and weight regulations is monitored by relevant authorities. A responsible approach to these rules allows logistics companies to operate steadily and without delays.
