The extensive document, issued by National Technical Committee 260 on Cybersecurity, establishes a strong baseline for how modern AI systems should interact with human society. Instead of focusing solely on corporate profits or technological speed, the new framework heavily prioritizes a "human-centric" approach to digital innovation.

Keeping Humans in Complete Control

The central pillar of the new national framework is ensuring that absolute control over digital applications remains firmly in human hands. The committee states that AI must always serve as a helpful tool rather than a total replacement for human judgment, supervision, and crucial decision-making processes.

To achieve this, the guidelines enforce strict technical requirements for tech developers. Artificial intelligence companies must now build transparent manual intervention systems and clear emergency shutdown features into key stages of their software architecture. This ensures that if an autonomous system malfunctions or behaves unpredictably, human operators can instantly step in and neutralize the threat.

Fighting Digital Addiction and Isolation

Beyond technical security, the document offers valuable and practical advice regarding the psychological impact of modern tech adoption on ordinary citizens. The committee explicitly warns individuals against developing an excessive emotional dependence or addiction to AI-powered companion services, such as virtual friends or automated therapists.

The guidelines emphasize that automated tools should only assist real life, urging people not to replace genuine real-world interpersonal communication, family activities, and community life with digital interactions. This section addresses a growing global concern over loneliness and social isolation caused by over-reliance on digital software.

Breaking the "Information Cocoons"

Another major focus of the new framework is the regulation of content delivery systems. Digital service providers utilizing AI-generated media and automated recommendation tools must now practice stricter risk governance. The rules demand that platforms actively fight against the creation of "information cocoons"—digital environments where users only see content that reinforces their existing biases, leading to cognitive degradation and public misleading.

Furthermore, the document bans the use of toxic algorithms that manipulate user behavior or spread harmful misinformation. Moving forward, this comprehensive framework will serve as a practical global reference for technology firms looking to balance profitable digital innovation with high ethical and safety standards.
