Asian Development Bank (ADB) Turkmenistan Resident Mission requires Sector and Technical Advisor in Integrated Renewable Energy Solutions to Support Green Transformation in Turkmenistan (National)

The Asian Development Bank (ADB) is supporting Turkmenistan under the Technical Assistance (TA) project Integrated Renewable Energy Solutions to Support Green Transformation in Turkmenistan (TA 58484-001). The TA aims to diversify the country’s energy mix, promote renewable energy adoption, and strengthen institutional capacity to support Turkmenistan’s green transformation agenda.

The Energy Expert will provide overall technical and coordination support to ADB in the implementation of the TA, ensuring timely delivery of outputs, effective liaison with government counterparts, and high-quality advice to strengthen ADB’s energy sector engagement in the country.

The consultant will work closely with the Turkmenistan Resident Mission (TKRM), the Energy Sector Office of Sectors Department-1 (SD1-ENE) and other ADB sector divisions involved in the TA.

Qualifications:

• Advanced degree in energy, engineering, or a related field.

• At least 10 years of experience in the energy sector.

• Demonstrated experience in - or working with - the Government of Turkmenistan, particularly the Ministry of Energy.

• Demonstrated understanding of processes and protocols of the Government of Turkmenistan.

• Demonstrated experience managing donor-funded technical assistance projects, ideally with ADB or similar organizations.

• Familiarity with procurement procedures of ADB or similar organizations.

• Proven ability to lead teams and work collaboratively with multidisciplinary stakeholders.

• Excellent written and verbal communication skills in English, Russian, and Turkmen are required.

• Prior work experience with ADB or another Multilateral Development Bank is highly preferable.
